Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong to order at 7:00pm. The clerk verified the proper postings had been made.
Chairman Bill Burlingame, Supervisors Jim Brandenburg, Walt Christensen, Stacy Kutz, George Jaeckel, Treasurer Caitlin Kincannon and Clerk Kim Cheney present.
A moment of silence was observed prior to the Pledge of Allegiance in remembrance of September 11th.
Public Comments – None at this time.
Approve meeting minutes from the August 14th meeting.
Supervisor Jaeckel/Christensen motion to approve the August 14h meeting minutes with corrections, motion carried.
Treasurer’s Report
Supervisor Brandenburg/Jaeckel motion to place the August treasurer’s report on file, motion carried.
Discuss/Action request for a preliminary certified survey review to create a 2 acre A3 residential building site with a 20 acre N zone from an existing A1 zone off of Old 26 Road, parcel #016-0514-1941-000.
Pete Gross and Scott Burns (trustee) present to explain this request. Plan Commission discussed driveway access for these parcels. Supervisor Kutz indicated a driveway permit would be needed for the northern parcel. There is a City of Fort Atkinson welcome sign on this property that was approved by the property owners. This area is not a boundary area to the city and discussion suggested it could be moved. Supervisor Jaeckel/ Christensen motion to approve this request, motion carried.
Discuss/Action request for a preliminary certified survey review to create a 4.00 acre A3 residential building site with a 12 acre N zone from an existing A1 zone off of State Road 26, parcel #’s016-0514- 1941-000 and 016-0514-1944-000.
Adjacent parcel to previous request. Supervisor Jaeckel/Brandenburg motion to approve this request, motion carried.
Discuss/Action request for a conditional use permit to allow a retail sporting goods business and for the sale of portable utility buildings in an existing Industrial zone at N2290 Rock River Road, parcel #016- 0514-0313-011.
Business owner Erik Potter and business partner Brian present to explain this request. Business has been operating for the past 3.5 years without a conditional use permit. They were not aware one was needed. Discussion regarding flood related issues on this property and the road. The board indicated to the business owners that when the road is closed there will be no access to the business. Supervisor Kutz/Brandenburg motion to recommend approval to the county to support a retail and sporting goods and portable utility building for public and semi-private use. Supervisor Christensen/Jaeckel motion to amend the original motion to include the condition that there will be no access to the business if the road is closed. Amended motion motion vote resulted in a tie of 2 yes and 2 no. Original motion to recommend approval to the county, 3 yes and 1 no, motion carried.
Discuss/Action regarding overweight vehicles on town roads (not IOH related)
IOH option F gave farming community unpermitted use of town roads. Other overweight vehicles also use town roads, i.e. residents with work vehicles (gas truck, milk truck, etc.). No action is required, individual situations will be considered.
Discuss/Action regarding garbage and bulk service
Issues with bulk garbage out on the side of the road too long, and too much for normal bulk pickup. Bulk pickup is once per month according to the Badgerland schedule. Options discussed included weekly bulk pickup, stickers for bulk out too long. Supervisor Christensen/Jaeckel motion to table this issue until the October meeting, motion carried.
Discuss/Action amend ordinance chapter 432 regarding driveway permits
A new driveway permit application needs to be developed and include revisions to existing driveways. This will required an amendment to the ordinance. This will be discussed further at the next board meeting.
Discuss/Action budget amendment
2019 budget amendment to include the loan proceeds. Supervisor Jaeckel/Brandenburg motion to approve the amendment, motion carried.
Discuss/Action road work 2020
A 3-5 year road improvement plan needs to be developed. A preliminary plan discussed, the clerk will update. Discussion on this years road ratings due in December. Current road work in Woodlawn, binder course is down. Public works department has asked for more lead time to do prep work on roads prior to road construction. This discussion will continue at the next board meeting.
Clerk’s Report
Upcoming County Highway department meeting regarding grant opportunities. Thank you received from The Cook family for flowers at Rhonda’s funeral.
Public Comment
Supervisor Kutz indicated the city would soon be annexing land purchased on the northwest area of the town. Resident Jae Ames indicated Kunz Road still needs patching. Resident Bruce Berma asked about more information on tax bills and thanked the board for the work being done in the Woodlawn subdivision.
Approve bills Supervisor Brandenburg/Christensen motion to approve the bills, motion carried. Future agenda items.
Special meeting set for Monday September 23 to further discuss road work and the driveway permit/ordinance. October agenda items: bulk garbage service.
