Chairman Bill Burlingame call the meeting of the Town Board of Koshkonong Township to order at 7 pm. The clerk verified the proper postings had been made.
Chairman Bill Burlingame, Supervisors Jim Brandenburg, Walt Christensen, Erik Hoffman, Matt Hill, treasurer Caitlin Kincannon, Clerk Kim Cheney and Interim Clerk Bridget Woods present.
Public Comments –Susan Johnson, Town resident expressed concerns regarding Fire and EMS response times if the Town changes from Milton Fire Department to Fort Atkinson Fire Department.
Approve meeting minutes from Jan 13 and Jan 27.
Supervisors Hoffman/Brandenburg motioned to approve minutes from January meetings.
Treasurer’s Report for February.
Supervisors Christensen/Hill motioned to place January Treasurer’s report on file. Motion carried.
Discuss/Action Milton Fire Department contract and alternate options.
Mike Haney, resident email was discussed. Chairman Bill Burlingame mentioned that he spoke to many residents in the Milton Fire District, and all were in favor of moving forward to changing Fire and EMS protection to the Fort Atkinson Fire Department.
Supervisors Christensen/Hoffman made a motion to move forward with the change from Fire and EMS protection for Bingham’s Point from Milton Fire Department to Fort Atkinson Fire Department, effective on or before June 1. Motion carried.
Discuss/Action No Parking on Groeler/Schwemmer Road, towing option
Sheriff Milbrath recommends to not tow vehicles and continue to issue tickets for vehicles parked in the no parking zone. Signage change-violations could result in a fine or being towed.
Discuss/Action 2021 Budget
Waiting until Johnson Block completes CT forms to make any budget amendments.
Discuss/Action Future road work and financing
Roads discussed for repair are Potawatomi Trail, Hoge (possible reconstruction), Kutz (possible overlay or reconstruction), Curtis Mill, Cheeseborough, Cold Spring (trees), Kunz, Star School (from Hwy K to Poeppel), Koshkonong Lake Road (seal coat). Look into TRID grant for Old 26 Road.
Discuss/Action Roller purchase
Gas vs Diesel roller discussed. No formal decision made; public works will do more research.
Discuss/Action Review subdivision ordinance
Rezone/Parcel Split review for parcels not in a platted subdivision of 1 lot has been removed from Fee Schedule.
Christensen/Hoffman made motion to adopt subdivision ordinance changes. Motion carried.
Discuss/Amend Driveway ordinance
Discussed to increase fee to $600 and to include maximum of 3 site reviews by a designated town employee to approve driveway. If resident completes driveway and it is approved by the first visit by our town designee, permit fee is $150 and resident will receive a refund of $450. A penalty of $100 will be accessed for the second visit, resident will receive a refund of $350. If a third visit is required an additional $100 fee will be accessed, and resident will receive $250 refund. If more 3 visits are required by a town designee, the full amount of $600 will be required.
Hill/Hoffman made motion to adopt driveway ordinance changes. Motion carried.
Discuss/Amend posting ordinance (newspaper)
Hoffman/Brandenburg made motion to remove meeting notices to the newspaper. Motion carried.
Clerk’s Report–
Town is preparing for the Spring Primary Election on Feb 16. Individual expense reports for payroll.
Public Comment
Chairman asked that letters be sent to residents that are leaving garbage bins left on roadside too long. Supervisor Christensen reported that the county is considering ATV/UTV use on county roads.

Supervisors Hoffman/Brandenburg made motion to approve bills. Motion carried.
