Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong Township to order at 7 pm. The clerk verified the proper postings had been made.

Chairman Bill Burlingame, Supervisors Walt Christensen, Jim Brandenburg, Erik Hoffman, Matt Hill. Clerk Bridget Woods, Administrative Assistant Kim Cheney and Treasurer Caitlin Kincannon present.

The meeting was also provided virtually via Zoom. One attendee via Zoom. Four residents and 5 high school students were in attendance.

Approve meeting minutes from January 12 and 27

Supervisors Hoffman/Hill made a motion to approve the minutes with corrections on January 12th. Wording from sustain to abstain. Motion carried.

Treasurer’s Report

Supervisors Hill/Christensen made a motion to delay the Treasurer’s report to next month’s meeting. Motion carried.

Discuss/Action reduced setback of 10’8” from a detached garage to the road in R-2 zone located at N449 Haight Road.
Residents Paul and Jackson Brummel present.

Chairman Burlingame asked resident if the garage placement will allow Town’s plow truck to get through to push snow. Mr. Brummel stated yes and noted that there are other garages on Haight Road that are much closer to the road than his garage will be.

Supervisor Christensen asked about the flow of water. Mr. Brummel responded that the water flows over the roadway.

Supervisors Hill/Hoffman made a motion that Koshkonong has no objection for the variance to allow a reduced setback of 10’8” from a detached garage to the road. Motion carried.

Discuss/Action Hausz Bros requesting renewal Blasting and Mining permits

Dusty is present for Hausz Brothers to request renewal of Blasting and Non-Metallic Mining permits. Permit renewal approved.

Discuss/Action amendment to Jefferson County Zoning Ordinance defining agricultural tourism

Supervisor Christensen gave background for ordinance change in AG tourism.

Supervisors Hoffman/Christensen made a motion to approve the text amendment to Jefferson County Ordinance defining agricultural tourism. Motion carried.

Discuss/Action allocation of ARPA funds

Current allowable uses were discussed. Roads are now included under infrastructure rules, including fees for
engineering services. The shop building can be expanded to allow social distancing in the workplace as well as for voting during elections.

Superintendent of Public Works, Dan Butz spoke that an addition to the current building would be required to have a fire wall between the existing building and the new addition, or a separation between each building. He will clarify the

minimum distance required.

The Town Hall will need updates to the HVAC, an addition of water heater and water softener, an addition of a window in the office to allow better ventilation. Also looking into widening exterior and interior doorways, and enlarging bathroom to ADA standards. Updating the suspended ceiling with acoustic tiles to reduce echoing during meetings for our Zoom attendees.

Discuss/Action Future borrowing options

Chairman Burlingame spoke about the interest rates for 2022. He called Premier Bank and a 5 yr term loan for $1M would be 2.27%.

Roads to be considered:
Curtis Mill, Old 26 Road and others.

Tabled until further information is available, as there is an infrastructure bill currently being developed.

Discuss/Action bathrooms and camping at Mush Ko Se Day Park

Supervisor Christensen stated that bathrooms should be allowed. It would be a septic tank with a building over the top.

Camping should not be allowed at the park.

Discuss Future replacement of Truck

Discussion regarding plowing with 3 or 4 trucks. It was suggested to keep the 4th truck as a back up truck for the needs of the public works department because parts for repairs are difficult to find.

Dan Butz estimates that the 4th truck would sell for $30,000-$50,000.

Supervisor Christensen asked what the value would be in 1-to-2 years. Dan stated the value should not change much in that time frame. Dan Butz also mentioned that ordering a new truck has a 1-to-2-year waitlist.

Further discussion/action scheduled for March 9 meeting.

Discuss/Action Town Constable/Municipal Court

Supervisor Hoffman suggests to table this until the March 9 meeting so he can continue to research this matter. He also mentioned that the Town should consider doing a short-term municipal court to determine its success.

Supervisor Hill stated that residents have contacted him to request communication with them when the municipal court is on the agenda.

Supervisors Hoffman/Christensen made a motion to table this item until next month’s meeting. Motion carried.

Discuss only-City of Fort Atkinson Public Safety Referendum Informational Meeting

Chairman Burlingame spoke that the City of Fort Atkinson is not giving an alternate plan if the public safety referendum does not pass. The city has emphasized the need for more staff in the Fire and Police departments. They are also planning to create a joint Fire/EMS service in the future.

The Town’s fire contract has nearly 7 years left.

Discuss/Action RKLD request to assume responsibility for buoys in the river/lake (added 2/7)

Chairman Burlingame spoke regarding the RKLD’s permit #s 3574 (8 markers) and 3018 (4 markers). These are buoys located in the Rock River and Lake Koshkonong.

Supervisors Hoffman/Brandenburg made a motion to approve the request for the Rock Kosh Lake District to assume responsibility for the buoys in the Rock River and Lake Koshkonong. Motion carried.

Clerk’s report

Clerk Woods stated that a resident contacted the office regarding parking on the roadside on Highland Ave.

She mentioned that the Salt contract will be on next month’s agenda.

She also asked that expense reports are signed and turned in each Monday of our meeting week for payroll.

She further mentioned that Ignatek, the IT company for the Town is currently working on two projects. The website and email conversion to .gov and creating a server/computer system that will allow remote access for the clerk and treasurer.

She also has started the loss of revenue calculator for the American Rescue Plan Act.
