November Treasurer’s Report

Discuss/Action developer’s agreement for Aqua Investments

Public Works Report
Public Works Superintendent Dan Butz gave a report on his department.
Adopt the 2023 Budget
Supervisor Hill/Hoffman motion to adopt the 2023 Budget as presented. Motion carried
Resolution to approve 2023 financing for operational deficit and equipment purchase.
Resolution 2022-127 to approve an equipment loan up to $200,000. Supervisor Hoffman/Hill motion to approve Resolution 2022-127. Discuss/Action to approve the Milton area fire/ems protection contract
The Milton Fire Department has merged with the Edgerton Fire Department. They have offered a contract for fire and ems service to the Thiebeaux Point area of the Town. Edgerton has also offered a contract to include Bingham’s Point for fire and ems service, currently being served by Fort Atkinson.
Supervisor Hill/Hoffman motion to accept the contract offered by Edgerton Fire Department for fire and ems service to both Thiebeaux Point and Bingham’s Point pending release from Fort Atkinson Fire Department. Motion carried.
Discuss/Action BIL grant opportunity
A current grant offering from the Bi-Partisan Infrastructure Law for Transportation Alternatives program for projects like bike/walking paths, safe routes to school and other programs is available. The deadline for applications is March 24, 2023. Some projects for the Town to consider would be improving the current bike path on Groeler Road, intersection crosswalks to schools or a walking lane in the Koshkonong Mounds Road area. This will be discussed further at the January meeting.
Discuss/Action Reconvene Plan Commission
A list of potential Plan Commissioners is being put together by the clerk for an upcoming plat review.
Discuss/Action ad for Clerk position
An ad will be distributed among several outlets for the Town’s Clerk position. This will be a full-time position with minimal benefits and salary to be determined based on skill level/experience. The ad will be put out in January and interviews conducted when favorable candidates apply.

Supervisor Brandenburg/Hoffman motion to approve the bills as presented, motion carried.
Clerk’s Report
The clerk reported that a letter had been sent to the property owner on Riggert Road about modifications to his driveway etc. and a letter was sent to a property owner on Blackhawk Island Road for a ROW violation.
Future Agenda Items Camping ordinance and constable
Public comment
New resident Tony Brus in attendance regarding the constable issue. He has also been asked to serve on the Plan Commission.
Board Member announcements
Supervisor Christensen reported on Park activity and he will be reviewing the Town’s lighting ordinance with WE Energies
