1. Call to order and verification of public meetingThe Chairperson called the meeting to order at 6PM, and the Clerk verified the proper postingshad been made.
2. Pledge of AllegianceThe Pledge of Allegiance was recited.
3. Review 2023 Annual Meeting MinutesSupervisor Jaeckel motioned to approve the April 18, 2023, annual meeting minutes.Seconded by Supervisor Hoffman.No further discussion, all in favor. Motion carried.
4. Other BusinessThe Clerk explained we have begun our 1-year contract with a new building inspector, Troy Evenson, as of April 1, 2024. His contact information is on our Town website.
We held the Spring election on April 2, 2024. Koshkonong at the time had approximately 2500registered voters, and turnout at the election was about 43% with 1075 ballots cast. The schoolreferendum did pass. Supervisor 3, Erik Hoffman, and Supervisor 4, Matt Hill, both won theirbids for reelection, and will have a 2-year term.
Walt Christensen present; described how he was unexpectedly in the hospital shortly before theelection, and was able to request an absentee ballot for a hospitalized elector. Clerk explainedthat hospitalized electors can appoint an agent to pick up their absentee ballot, the Clerk verifiestheir identity as the agent, and they return the absentee ballot before the polls close on electionday. Clerk expanded on absentee voting and explained requirements of the certificate andwitness signature portion.
The Chairperson presented the 2023 financial statement prepared and provided by Johnson BlockCPA. They also completed our Form CT. Highway budget and actual spending for 2023breakdown presented. ARPA funds recap given. Walt Christensen inquired on bridgemaintenance from the highway budget. Chairperson explained every 2 years bridges need to beinspected.
Koshkonong Mounds Road proposed walking path consideration was discussed. If we apply fora grant for this proposed path, we must meet federal standards including but not limited tohaving it paved, separated from the road, and plowing it. Supervisor Hill would like to approachsome residents from the area to get a feel on their views of the proposed walking path.
Chris Johnson present on Zoom, he lives on Old 26. Chris stated Old 26 experiences heavytraffic, and feels it’s been neglected for many years. Cheney advised we have applied for a grantfor Old 26 four times, and it would cost up to $1 million. We’ll continue to apply for grants forOld 26 and Hackbarth. There is a lot of competition with grants, and each year they change theircriteria of what they’re looking for. Ana Vega, who lives on Old 26, has concerns with speed;asked if we’ve considered doing a speed study. Supervisor Hill hopes the radar speed sign wehave invested in may help with speeding issues. Supervisor Hoffman is not against reducingspeed limits, but questions if it would solve the issue. Supervisor Brandenburg advised the Townreduced that speed less than 10 years ago after a petition of over 300 signatures was brought toreduce the speed from 45 to 35, and that has not seemed to fix the issue. Walt Christensenadvised of an upcoming meeting of the Traffic Safety Commission at the County.
