April 20, 2021 Meeting Minutes

Chairman Bill Burlingame call the meeting of the Town Board of Koshkonong Township to order at 7:32 pm. The clerk verified the proper postings had been made.

Chairman Bill Burlingame, Supervisors Jim Brandenburg, Walt Christensen, Erik Hoffman, Matt Hill, treasurer Caitlin Kincannon, Clerk Bridget Woods and Administrative Assistant Kim Cheney.

Public Comments

Susan Long, resident spoke of concerns about the conditional use request for an extensive structure. Concerns discussed further in the agenda.

Approve meeting minutes from Feb 10, March 10 and March 24

Supervisors Hoffman/Brandenburg motion to approve Feb 10 amended minutes. Motion carried. Supervisors Christensen/ Hoffman motion to approve March 10 and 24 minutes. Motion carried.

Treasurer’s Report for February and March

Supervisors Hoffman/Christensen motion to place February Treasurer’s report on file. Motion carried. Supervisors Hill/Christensen motion to place March Treasurer’s report on file. Motion carried.

Discuss/Action request for conditional use permit to allow a 36-unit expansion of the storage facility at N1171 Old 26 Road.
Tiffany Walters present to request a conditional use permit to expand a storage facility.
Supervisor Christensen requests that outdoor lighting ordinances are followed and feels that traffic into the expanded facility will not be an issue.

Supervisor Brandenburg states that the land is not adequate for farming.
Supervisors Hoffman/Hill make motion to approve a 36-unit expansion with the outdoor lighting. Motion carried.

Discuss/Action request for conditional use permit to allow an extensive on-site storage structure, 22 feet in height at Lot 3 on Long Drive.
Tom Patterson present to request a conditional use permit for a garage that exceeds ordinance height maximum.
Susan Long expresses concern of how close the structure is to her lot line and how the RV that will be stored in this structure will get in and out of the subdivision.

Tom Patterson assures Board that the structure will not infringe on Long’s lot line as per the architectural drawing included with the conditional use request.
Supervisor Christensen/Brandenburg motion to approve conditional use permit for this structure. Motion carried.

Discuss/Action request for a 2nd driveway at N1877 Grant St.

John Brophy present to request a driveway permit to allow access to a utility shed on his property. Supervisor Hoffman/Christensen motion to approve driveway permit. Motion carried.

Discuss/Action Loan resolution

Supervisor Hoffman/Hill motion to accept loan resolution for road repairs and equipment purchase for April 1, 2022 through April 1 2026. Motion carried. (4 yay 1 sustained)

Clerk’s Report

Bridget Woods noted the reconstruction of County N started this week. Construction will be from Walton Dr to State Road 106.

Johnson Block will be attending our May 12 meeting to discuss out end of year.

The City of Fort Atkinson will be at the May 12 meeting to discuss the Intergovernmental Agreement with the Town.

Website is still under construction, and Bill and Bridget are meeting with David Frohmader/Cellular Studio Designs to review what is completed, and go over any changes before the website goes live.

A special meeting is scheduled for May 5th at 2 pm to open road bids. The Town Board will award bids at 6pm on May 12, 2021 meeting.

Bill and I met with the City of Fort, DNR and Jefferson County about Rock River Road, and how we can protect our road. The City will look into a gutter and flute system from the bridge to approximately 200 feet to help control the water run- off from the crown of the road.

A suggestion has been made to the clerk to talk with area farmers about heavy equipment use on the Town roads in an attempt to prolong the life of the roads that are frequently used.

Public Comment

Kim Cheney will be gone from May 10-16th.
Bridget Woods will be gone May 7-9th.
Supervisor Christensen noted that the ordinance to allow ATV/UTV vehicles on county roads will pass. He noted that the Town should have ordinances in place regarding the increased ATV/UTV presence.

Supervisor Hill/Hoffman motion to approve the bills. Motion carried.
