April 21, 2026 Annual Meeting Minutes

The meeting was broadcast and recorded by Zoom, and approximately 10 members of the public were present at the start.

1. Call to order and verification of public meeting
The Chairperson called the 2026 annual meeting of the Town of Koshkonong to order at 7:00 PM, and the Clerk verified the proper postings had been made.

2. Pledge of Allegiance
The Pledge of Allegiance was recited.

The Clerk congratulated Supervisor 3 Erik Hoffman & Supervisor 4 Matt Hill for their successful bids for reelection in the Spring Election, and announced their two year terms commenced April 21, 2026.
Hoffman and Hill both swore and signed the official oath of office.

3. Review 2025 Annual Meeting Minutes

  • Walt Christensen, W7057 Pond Rd, questioned how many non-elected officials were in attendance at the 2025 annual meeting – the record did not indicate

Supervisor Hoffman Motioned to approve the 2025 Annual Meeting Minutes.
Seconded by Supervisor Jaeckel.
No further discussion, all in favor. Motion carried.

4. 2025 financial review
Chairperson reviewed the 2025 budgeted and actual revenues and expenditures. We will have a carryover from the 2025 budget which will assist with our 2026 operating deficit; an operational loan will still need to be taken out. A resident inquired on the increase in the public safety category, it was explained that the fire & EMS contract with the City of Fort Atkinson Fire Department had increased. 
The cost of this one contract is more than our property tax levy.

5. Fire/EMS contracts
Chief Peterson with the Fort Atkinson Fire Department present; discussed the new contract and explained the increase, including rising staffing needs and costs, as well as a rise in call volume.
Contract term is 10 years. Chief also discussed recent flooding, burning, and structure fires.

  • Rob Allard, N377 Oxbow Bend, asked about reevaluation of staffing needs

6. Future roadwork
Hackbarth Road pending grant application discussed. Old 26 and Hackbarth are our most traveled roads and are in bad shape, and there are additional roads in need of work as well. Potential roadwork loan amounts considered around $1.5-$2 million.

  • Robert Pizur, W1690 Carlin Rd, inquired about proposed work on Hackbarth
  • Ryan Alderks, N377 Oxbow Bend, inquired about County Line Road west of Highway 26 – it is not a Koshkonong road
  • Brian Patterman, W5994 Friedel Rd, inquired about grants and the City’s involvement with Hackbarth
  • April Fry, W6789 Westphal Ln, asked about long-term plan for Westphal Lane
  • Will Kirchmeyer, N1634 Bramble Bush Ln, asked about properties that could be annexed to the City of Fort Atkinson – the City cannot annex a property by choice, a resident must request annexation; a resident is forced to annex if their sceptic/well fail and City services are available to the property
  • Chad Hilstad, N915 Vinnie Ha Ha Rd, asked about road jurisdiction, borrowing money for roadwork, and traffic counting
  • Rob Allard, N377 Oxbow Bend, inquired if seal coating and a chip would be done in combination with roadwork

7. Other Business

  • Brian Patterman, W5994 Friedel Rd, asked about group home regulation – this would fall under jurisdiction of County Zoning
  • Ryan Alderks, N377 Oxbow Bend, thanked the Board and the Public Works department for the sand that was provided for flooding
  • Walt Christensen, W7057 Pond Rd, asked if group homes were tax exempt – they are not
  • Bart Dimattina, N278 Pottawatomi Trl, discussed White Crow Pass

Bart Dimattina, N278 Pottawatomi Trl, made a motion to request the Town Board to consider options of relinquishing White Crow Pass. Motion seconded by Walt Christensen, W7057 Pond Rd. All in favor, none opposed. Motion carries.

Clerk advised the State of Wisconsin recognized this week as Municipal Treasurer’s week and recognized our Town Treasurer Alicia Grulke. We thanked her for hard work and dedication.

8. Set Date for 2027 annual meeting: April 20, 2027 (3rd Tuesday)
Rob Allard, N377 Oxbow Bend, made a motion to set the 2027 annual meeting date for April 20, 2027.
Seconded by Bart Dimattina, N278 Pottawatomi Trl. All in favor, none opposed. Motion carries.

9. Adjournment
Supervisor Jaeckel motioned to adjourn at 8:45PM.
Seconded by Supervisor Hoffman.
No further discussion, all in favor. Motion carried.
