Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong to order at 7:10pm. The clerk verified the proper postings had been made.

Public Comments
Resident Jae Ames asked that the potholes be patched on Kunz Road.
Approve meeting minutes from the July 10th meeting.
Brandenburg/Christensen motion to approve the July 10, 2019 meeting minutes as presented, motion carried.
Treasurer’s Report
Brandenburg/Jaeckel motion to place the July treasurer’s report on file, motion carried
Discuss/Action request for a preliminary certified survey review of parcel #016-0514-3213-002 to create a 2.48 acre A3 zone around the existing home and buildings from an existing A1 zone at N324 Poeppel Road.
Property owner Kathleen Kalvaitis and daughter present. This is not a farm consolidation; the house was built prior to 1975 and follows those rules. 2.48 acres requested to include current septic. Plan Commission recommended approval. No further splits available if these are approved. Jaeckel/Kutz motion to approve the request, motion carried.

Second request for Kalvaitis property. This request is to create a buildable lot for daughter. Plan Commission recommends approval. Kutz/Jaeckel motion to approve the request, motion carried.
Discuss/Action request for a Class B liquor license for Jellystone Park.
Park owner Steve Cline present to explain his request. Gambling machines in the lodge require a class B liquor license. And they would like to be able to sell and serve alcohol at special events. Mr. Cline provided the board with information on how he would plan to control the sales and service of alcohol to his guests. Jaeckel/Brandenburg motion to approve the class B liquor license request, motion carried.
Discuss/Action road agreement for overweight vehicles on Tri County Road from Clean Timers to spread biosolids.
This request was withdrawn by the petitioner.
Discuss/Action for Implements of Husbandry options.
From the listening session most property owners/residents supported option F. Jaeckel/Kutz motion to keep option F and require a permit for equipment over 92,000 lbs. Motion carried.
Discuss/Action regarding overweight vehicles on town roads (not IOH related)
Specifically, regarding a resident on Liebermann Road that brings home his gas truck, sometimes loaded. This may need a conditional use permit. The clerk will check with county zoning and this will be on the September agenda.
Discuss/Action of rural fire contract.
Appendix A missing and questions regarding the driveway requirements. Christensen/Jaeckel motion to approve the contract as presented and contact the city for the appendix and check our driveway ordinance for requirements. Motion carried.
Discuss/Action resolution to borrow funds for road projects.
Jaeckel/Christensen motion to approve the resolution to borrow funds for road projects, motion carried.
Discuss/Action Intergovernmental Agreement Resolution for joint recycling program with Town of Sumner.
Brandenburg/Kutz motion to approve the resolution, motion carried.
Clerk’s Report
Thank you note received from a property owner on Bark River Road for fixing the culvert to help prevent water on the roadway.
Public Comment
Resident Tom Underwood spoke about overweight vehicles on Hackbarth Road. Supervisor Kutz indicated another sex offender has been placed in the home on Kutz Road. No notice was received from the sheriff’s department. Chairman Burlingame attended the lake district meetings, new board members were voted in.
