December 13, 2023 Meeting Minutes

This meeting was broadcast and recorded by ZOOM, there were no attendees.

Chairperson Kim Cheney called the meeting of the Town Board of Koshkonong to order at
7:01 PM. The Clerk verified the proper postings had been made.

3. Public comment–agenda items only. No other audience comment allowed.
• Chief Pickering with the Lakeside Fire Department present, presented a report on fire-
rescue services. Discussed new fire station being planned.

4. Approve meeting minutes from November 15
Supervisor Hill motioned to approve the minutes.
Seconded by Supervisor Hoffman.
No further discussion, all in favor. Motion carried.

5. November Treasurer’s Report
Supervisor Jaeckel motioned to place the November Treasurer’s report on file.
Seconded by Supervisor Hoffman.
No further discussion, all in favor. Motion carried.

6. Discuss/Motion request by Nicholas & Melanie Brock to rezone from A-1 to A-3 to create a 1-
acre building site from parcel 016-0514-1344-002 along Carnes Road
No representative for the Brocks present. Board proceeded to move on with the agenda.
Topic revisited after Public Works report presented. The Board reviewed and discussed request
but could not make a decision without requestor representative there to answer their questions.
Chairperson Cheney suggested Clerk contact the County and ask they still schedule the request
for their next meeting. No action taken.

7. Discuss/Motion request by Rock Road Companies Inc. to renew their blasting/mining/asphalt
plant permits and fees for 2024
Supervisor Hoffman motioned to approve the request. Chairperson Cheney would like to further
discuss, specifically regarding the condition of the road the requestor uses. Cheney presented
pictures of damage to road, and feels the road agreement and repairs should be addressed before
approving the permits. Mike Marquardt present on behalf of Rock Roads; did not feel that he
was properly addressed prior to meeting regarding the road concerns. Cheney suggested viewing
the road together and discussing repairs and plans in January, and then renewing the permits.
Delaying permits is a concern for Rock Roads.
Supervisor Hoffman amended his motion to renew all permits, including blasting, mining, and
asphalt, and to accept a deposit and extend the asphalt fee, and to inspect the road in January.
Seconded by Supervisor Jaeckel.
No further discussion, all in favor. Motion carried.

8. Discuss/Motion request by Jeff Ciardo for a conditional use to allow a duplex on the corner of
Oak Clay Drive & Twinkling Star Road on parcel 016-0514-3514-013
Mr. Ciardo present, he owns the parcel. Nothing is currently there now; this would be built. He
would have to obtain a driveway permit.
Supervisor Hill motioned to recommend approval to for the conditional use of a duplex on the
corner of Oak Clay Drive & Twinkling Star Road.
Seconded by Supervisor Hoffman.
No further discussion, all in favor. Motion carried.

9. Discuss/Motion solar speed limit signs
Clerk presented some options on solar speed limit signs, discussed details and capabilities.
Supervisor Hoffman suggested to table the discussion so we can contact other municipalities
who have these to shop around.

10. Discuss/Motion operational loan for 2024
Cheney spoke to Premier Bank and received a quote and rate of 5.85% for a loan for operational
costs in 2024, for a term of one year for $71,000.
Supervisor Hill motioned to accept the loan offer for $71,000 at 5.85% for one year.
Seconded by Supervisor Hoffman.
No further discussion, all in favor. Motion carried.

11. Discuss/Motion to approve 2024 budget
Cheney explained that with the loan proposed approved, we now have a balanced budget.
Supervisor Hill motioned to approve the proposed budget for 2024.
Seconded by Supervisor Hoffman.
No further discussion, all in favor. Motion carried.

12. Discuss/Motion Rock River Coalition donation
Cheney advised we have a request from the Rock River Coalition for a donation, and we have
been donating for several years, at $125. Questions of their effectiveness discussed. We are not
obligated to donate. Supervisor Hoffman does not feel it is in the Town’s best interest to borrow
money to operate and then donate borrowed money to something they feel they cannot justify.
Supervisor Hill agreed. No action taken.

13. Discuss/Motion consideration of future deceased road-side animal disposal
Clerk explained she received a call from the County after a resident had the Sheriff put down a
seemingly sick deer on Hackbarth; the County asked Koshkonong to pick up the deer. We
understood the County has always picked up dead deer, however the County advised if they had
to pick it up, the Town would be charged for their Public Works’ time. Clerk explained the
Board needs to decide if they would like to pay the County for future deer pickups or have our
own Public Works take care of it.
Supervisor Hill motioned in the interim until a final decision is made, we pay the County to
dispose of dead road-side deer.
Seconded by Supervisor Hoffman.

14. Discuss/Motion ordering new plow truck
Board discussed potentially ordering a new plow truck.
Supervisor Hoffman motioned to order a new plow truck after researching other avenues &
prices. Supervisor Brandenburg asked for clarification on what we are looking for.
Seconded by Supervisor Hill.
No further discussion, all in favor. Motion carried.

15. Public Works Report
Superintendent of Public Works Dan Butz present, gave overview of his report; discussed brush,
ongoing shop insulation issues, ongoing issues with the fiber optic installation, specifically open
trenches and rocks, as well as road ratings.

16. Approve Bills
Clerk advised the report would be updated to void and remove the check preemptively made for
the donation to Rock River Coalition.
Supervisor Brandenburg motioned to approve the bills with the removal of the Rock River
Coalition donation check.
Seconded by Supervisor Jaeckel.
No further discussion, all in favor. Motion carried.

17. Clerk’s Report

  • We utilized Allison, our code enforcer, to send a letter requesting an overgrown yard on
    Twin Knolls be cleaned up
  • We will schedule a public hearing for the proposed golf cart ordinance for January 10th
    starting at 7PM before our regularly scheduled monthly Board meeting
  • Dan Butz completed all road ratings in the Town, and we will be submitting those ratings
    to the DOT
  • We will schedule a closed meeting for some Public Works employee reviews for January
    10th starting at 6PM
  • We have signed and renewed our snowplowing contract with Rock County, no changes to
    agreement
  • The Treasurer has mailed tax bills out, residents can expect them soon, and there are
    several dates in December Alicia will be available to accept in-person payments
