December 8, 2021 Meeting Minutes

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong Township to order at 7 pm. The clerk verified the proper postings had been made.

Chairman Bill Burlingame, Supervisors Walt Christensen, Jim Brandenburg, Erik Hoffman, Matt Hill. Clerk Bridget Woods, Administrative Assistant Kim Cheney and Treasurer Caitlin Kincannon present.

The meeting was also provided virtually via Zoom. Five residents and 15 high school students were in attendance.

Public Comments-No public comments.

Approve meeting minutes from November 4, 16 and 22

Supervisor Christensen requested wording on Boat Safety Patrol from “issue violations” to read “issue more tickets for violations”. th
Supervisors Hoffman/Christensen made a motion to approve November 4, and 16 minutes; and November 22 minutes with wording change. Motion carried.

Treasurer’s Report

Supervisor’s Brandenburg/Hoffman made a motion to put Treasurer’s report on file. Motion carried.

Discuss/Action Johnson Block payroll service

Kevin Krysinski is present via Zoom to discuss Payroll options through Johnson Block. Supervisors Hoffman/Hill made a motion to change the Town’s payroll service to Johnson Block, effective January 1, 2022. Motion carried.

Discuss/Action Request 1 day use of Jaeckel Road for UTV Ride

Residents David and Annette Peardon are present to request a 1-day use permit for UTV ride December 18.

Supervisors Hoffman/Christenson made a motion to approve the UTV use of Jaeckel Road to Will Road from 9am to 6pm on December 18, 2021. Motion carried.

Discuss/Action 2022 Whitewater Fire Contract

Jason Dean (Vice President of the Board of Directors) and Chief Ashley Vickers present to speak to the Board regarding possible changes to the Whitewater Fire Department. The City of Whitewater wants the Whitewater Fire Department to become put of the city. The Whitewater Fire Department wants a discussion with all of the Towns they service to get their input.

Changes to the 2022 contract were requested. Collections of service to change from 70 days to 90 days before tendering uncollected charges to the Town.

Supervisors Christensen/Hoffman made a motion for Chairman Burlingame to sign the contract when these changes have been made. Motion carried.

Supervisors Hill/Hoffman made a motion to move Public Comments up. Motion carried.

Public Comment

Residents Chris Johnson and Anastasia Vega are present to ask about Town ordinances relating to easements.

Residents’ property was reviewed. They noted that they are in the process of removing invasive species of plants and planting native plants. The ROW is the property of the Town.

Supervisors Christensen/Hoffman made a motion to return to the agenda as written. Motion carried.

Adopt 2022 Budget

Supervisors Hill/Hoffman made a motion to adopt the 2022 Budget as presented. Motion carried.

Discuss Town Constable

Supervisor Erik Hoffman will contact the Wisconsin Towns Association to ask how to create a municipal court.

Board will revisit this item when more information becomes available.

Approve 2022-2023 Election Poll Worker list

Supervisors Brandenburg/Hoffman made a motion to approve the 2022-2023 Poll worker list. Motion carried.

Clerk’s report

Clerk Woods mentioned receiving an email from StarLink on November 23 regarding internet service has been slated for mid-2022. The Rock River Coalition has requested a yearly donation. Clerk Woods spoke about the Town’s Facebook page. A new page had to be created, as they old page is no longer accessible. Asks the Board to ask residents to follow our new page. A note has also been put in the Town Newsletter that was sent with tax statements. She also addressed that she received notice that the Board of Review training is now required yearly.

Approve Bills

Supervisors Brandenburg/Hoffman made a motion to pay the bills. Motion carried.

Public Comment

Chairman Burlingame mentioned that there may be a delay in the new truck for the Public Works Department. He also I instructed for the clerk to prepare a bill for Patterson Builder’s to include charges from Hayes Engineering. We have not heard from Cold Spring Riders regarding ATV/UTV use.

Supervisor Christensen spoke regarding his conversation with WTA regarding the definition of a walking quorum.
