Meeting Minutes December 9, 2020
Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong to order at 7:00pm. The clerk verified the proper postings had been made.
Chairman Bill Burlingame, Supervisors Jim Brandenburg, Walt Christensen, Erik Hoffman, Matt Hill, Treasurer Caitlin Kincannon and Clerk Kim Cheney present.
Public Comment – None at this time.
Approve meeting minutes from Nov 11th & 30th
Supervisor Brandenburg/Hoffman motion to approve the minutes as presented, motion carried.
Treasurer’s Report
Supervisor Brandenburg/Hoffman motion to place the November Treasurer’s Report on file, motion carried.
Resolution to dedicate Long Drive
Developer Tom Patterson has sent a letter asking the Town to take ownership of the road. Engineer Tim Hayes provided a letter of recommendation to the board regarding the road specifics. Resolution with a land description will need to be drafted.
Supervisor Hoffman/Brandenburg motion accept the letter from Mr. Patterson, the engineer and accept the road dedication. Motion carried. The resolution will be on the January agenda.
Discuss/Action Milton Fire Department contract
Milton Fire Department contract had a +100% increase for 2021. Discussion regarding using Fort Fire Department for Pottawatomi Drive, Oxbow Bend and Blackhawk Bluff, then using Milton Fire Department just for Charley Bluff. A rough estimate from Chief Rausch from Fort Fire indicated it would be approximately $3,500 to service Pottawatomi, Oxbow and Blackhawk Bluff. Milton would then adjust their cost for the Charley Bluff area.
Chairman Burlingame/Supervisor Hoffman motion to move forward with the Fort/Milton . split of service and to notify both departments. Motion carried.
Discuss/Action ordinance violation at W7541 Koshkonong Lake Road
Ordinance violation is for animals at large. A formal complaint was received from an adjacent neighbor regarding animals roaming at large onto their property. Specifically peacocks and rabbits. A certified letter was sent to the property owner indicating the violation and a request to resolve the issue prior to December 26 (approx 30+ days).
The Chairman has spoken directly with the property owner and they have offered up several scenarios to resolve the issue. The board did discuss penalties if the animals are not contained.
The neighboring property owners Jeff & Brittany Boldt were present and elaborated on the specific issues with the peacocks and rabbits that have caused damage to their property.
The board will follow up with this situation at the end of this month to see that there is not a continuing problem.
Discuss/Action roller purchase and optional uses
Public works superintendent Dan Butz reported that asphalt roller is not dependable and is in need of repairs. Because it is an older model, it is difficult to get replacement parts. Dan has been looking for a new(er) model and has determined that it would cost approximately $10,000-$20,000. There may be some remaining funds in capital outlay that could be used for this purchase.
Supervisor Hoffman/Brandenburg motion to authorize Dan Butz to purchase a roller up to $11,000. Motion carried.
Discuss/Action 2021 Fee Schedule
Discussion regarding current fees. Supervisor Hill will research area town’s fees and report back to the board. This item has been tabled to the January meeting.
Public Comment
Public works superintendent indicated repairs were needed for the 2013 plow truck. Resident Don Foltz asked about a potential driveway access off Old 26 for a lot he is creating. This will be on the January agenda.
The Chairman asked if a newsletter was included with the tax bills. It was not this year due to the election. There will be a newsletter either in the spring or included with the 2021 tax bills.
