The Town Board meeting was called to order by Chairperson Burlingame at 7:00 pm The clerk verified that the proper postings had been made.

APPROVAL OF MINUTES: Jaeckel/Brandenburg motion to approve the January 9, 2019, January 16, 2019 and

January 30, 2019 minutes with stated corrections. Motion carried.

Discuss/Action of request for a preliminary certified survey review of parcel #016-0514-1034-010 & 016- 0514-1034-012 made by Rory and Susan Bloomer. Jaeckel/Christensen approved the preliminary Certified Survey. Motion Carried.

Discuss/Action of request for a driveway variance to have a second driveway made by Rory and Susan Bloomer at parcels #0169-0514-1034-010 & 016-0514-1034-012. Jaeckel/Brandenberg motion to approve the second driveway. Motion carried. A driveway permit will need to be taken out.

Discuss/Action of request from Michael and Janet Martorano for variance to allow modification to a non- conforming structure at parcel #016-0513-2433-002, W7618 Koshkonong Mounds Road previously granted a variance. Kutz/Jaeckel motion to recommend the variance to allow modification to a non- conforming structure for Martorano. Motion Carried.

Discuss/Action of amendment to Town Garbage Service Contract to include monthly E-waste recycling.

Jaeckel/Christensen motion to approve the addendum of the Garbage Service Contract to include E-waste recycling. Motion carried.

Discuss/Action of request for potential sale of town parkland to John Poeppel. Discuss/Action of request for potential sale of town parkland to John Poeppel. No action taken. Poeppel’s will investigate further.

Discussion of Manure Lines in the Right of Way of Roads. No action. A draft of the ordinance will be prepared for next month with the recommendations of the Town Attorney and a draft of a permit application will be prepared.

Discuss/Action of road maintenance repair funding sources. No action. Town will allow time to see what the State will do with Road Aid.

Discuss/Action of town road speed limit and signage including a stop sign on Hackbarth Road. No action. The town discussed various speed limit issues and signage issue but did not make any decisions on how to move forward with this item.

Discuss/Action of town resolution to lower speed limit on Star School Road. Christensen/Brandenburg motion to adopt the resolution to lower the speed limit on Star School Road. Motion carried. Chairperson Burlingame read the resolution prior to adoption.

Discuss/Action of Draft of Town Ordinance Book. No action. The Plan Commission will hold a public hearing for the subdivision ordinance, then the Plan Commission will review the subdivision ordinance and make their recommendations, and then the Town Board could look at adopting the final draft of the book at the March 13, 2019 Town Board meeting.

Discuss/Action of Town Fee Schedule for 2019 No action. A final draft of the fee schedule will be presented at the March meeting after items discussed are updated.

Discuss/Action of request for contribution to the 1000 Friends of Wisconsin. Brandenburg/Christensen motion to approve contributing $250.00 to the 1000 Friends of Wisconsin. Motion carried by a majority vote of 4-1.

Discuss/Action of appointment of Town Treasurer: Jaeckel/Christensen motion to appoint Caitlin Kincannon as the Town Treasurer. Motion Carried.

Discuss/Action of approval of Town Treasurer’s contract: Kutz/Jaeckel motion to approve the Treasurer’s Contract. Motion carried.

TREASURER’S REPORT: Jaeckel/Brandenburg motioned to approve and put on file the January 2019 Treasurer’s report Motion Carried.

Clerk’s Report: Clerk Cheney read correspondence originally created by resident Gary Kutz that was forwarded to the Town and gave a response to several of the items listed in the correspondence for the sake of accuracy. Brandenburg/Jaeckel motioned to put a full copy of the correspondence and the Town Clerk’s response on file. Motion carried.

Brandenburg/Jaeckel motioned to suspend item 21) Approve Bills and move to item 22) Public Comment. Motion Carried.
