The Chairman called the Town of Koshkonong Public Hearing to order at 7pm. The purpose of the public hearing is to allow questions and comments on the proposed condo plat on Koshkonong Mounds Road.
Resident Chris Johnson, N653 Old 26, suggested that a traffic study be done in the Old 26/Koshkonong Mounds Road area.Resident Chad Hilstad, N915 Vinnie Ha Ha, commented on the pedestrian traffic in this area and there is a need for a walking/bike path.
Supervisor Matt Hill commented that neighbors in his area had concerns about the increased traffic.
No other public comment. The Chairman adjourned the Public Hearing at 7:03pm.
TOWN OF KOSHKONONG MEETING MINUTES February 8, 2023
Chairman Bill Burlingame the called the meeting of the Town Board of Koshkonong to order at 7:05, immediately following the public hearing.
Chairman Bill Burlingame, Supervisors Jim Brandenburg, Walt Christensen, Erik Hoffman, Matt Hill, Treasurer Caitlin Kincannon and Clerk Kim Cheney present.
This meeting was broadcast via zoom and there were two attendees.
Supervisor Brandenburg/Christensen motion to move the agenda item #7 to allow the Edgerton Fire Chief to address the board. Motion carried.
Discuss/Action Milton(Edgerton) Fire/EMS 2023 contract
Edgerton Fire Chief Randy Pickering present to address the board. The board had previously approved returning fire and ems service to the Milton/Edgerton fire department for both Thiebeaux Point and the Bingham’s Point areas. Chief Pickering presented an annual contract for these services with the Edgerton Fire Department as Milton has merged with them.
Supervisor Christensen/Hoffman motion to approve the contract as presented, no further discussion, motion carried.

January Treasurer’s Report
The Treasurer presented the January financial report. Supervisor Brandenburg/Hoffman motion to place the January Treasurer’s report on file, no further discussion, motion carried.
Discuss/Action Whitewater Fire/EMS 2023 Contract
Whitewater Financial Director Steve Hatton present to answer questions regarding the proposed fire and ems contract. Mr. Hatton clarified several areas of the contract in question. Supervisor Hoffman/Brandenburg motion to approve the contract presented. No further discussion, motion carried.
Discuss/Action request to re-zone from A1 to A3 to create a 1.38 acre residential building site near W7198 County Line Road from parcel #’s 016-0514-3133-000 & 016-0514-3134- 000, property owners Charles & Cathy Naber, requester Austin Naber.Austin Naber and Cathy Naber present to explain their request. They are creating a residential building site. He is also purchasing adjoining property and there will be a shared driveway. Supervisor Hoffman/Hill motion to approve the request, no further discussion, motion carried.
Discuss/Action to consider Code Enforcement Services
Code Enforcement owner Allison Schwark present to explain the service they can provide. They would provide assistance with code enforcement at $49 per hour, mostly in the form of notification letters, and/or possibly fines and penalties. They currently provide services for the Town of Delevan at about 10 hours per week. There were 118 issues in 2022. She will submit a proposal for the Town to consider at the next meeting.
Discuss/Action preliminary condo plat for Eagle Ridge development
Developer Vince & Linda Kent present. Supervisor Christensen reported on behalf of the Plan Commission. The Plan Commission recommended approval based on revisions of the plat. The engineer confirmed that all the revisions had been made on the plat.
Supervisor Hoffman/Brandenburg motion to approve the preliminary condo plat for the Eagle Ridge development. No further discussion, motion carried.
Review/Action 2023 Fee Schedule – Tower Permit fee
A permit would require an ordinance. The county ordinance will be reviewed. This will be on a future agenda.
Approve 2023 Alcivia fuel contract
Diesel fuel prices for 2023 reviewed. Range is $3.37-$3.45 price per gallon. Supervisor Brandenburg/Christensen motion to approve the 2023 proposed contract. No further discussion, motion carried.
Discuss/Action potential Park impact study
On going discussion as to if this study as actually needed. Supervisor Christensen reported that the suggested ratio of 1 acre per 100 residents applies in the Town. The board will review our current ordinance and update in the future.
Discussion regarding TAP grant applications
The DOT grant ‘Transportation Alternatives Program’ applications are due March 24. The Town will be submitting applications for a walking path on Koshkonong Mounds Road, along a portion of Old 26 and a portion of Hackbarth Road.
Public Works Report
Superintendent Dan Butz reported on the insulation in the roof of the original shop building. Bids have been received to put in more insulation. The board will review the historic heating costs at the next meeting.

Clerk’s Report
New clerk to start part-time, until April 1st. An ad will be placed for a new Treasurer.

Public Comment
Resident Chad Hilstad asked about the Comprehensive Plan. Resident Bill Hoffman asked about plowing and trees/markers in the right-of-way. Resident Chris Johnson asked if meeting notices could be posted on Facebook.
Board Member Announcements
Supervisor Brandenburg commented that there are a few amish families in the Town and some road signage may be needed for the buggies. The families will send a request. Superervisor Christensen reported on the ongoing issues with a property on Rock River Road and dogs, this will be on the county board agenda next month. He is also in communications with WE Energies regarding the lighting on a property on Groeler Road. This may be in violation of our lighting ordinance. Chairman Burlingame reported that he has been in contact with the DOT regarding the upcoming Hwy 12 project and there will be a public meeting in the near future.
