January 10, 2024 Meeting Minutes

This meeting was broadcast and recorded by ZOOM, there were no attendees.


Chairperson Kim Cheney called the meeting of the Town Board of Koshkonong to order at
7:06 PM.


The Clerk verified the proper postings had been made.


The Pledge of Allegiance was recited.

Public commentagenda items only. No other audience comment allowed.
None.


Approve meeting minutes from December 13, 2023
Supervisor Hoffman motioned to put the December minutes on file.
Seconded by Supervisor Jaeckel.
No further discussion, all in favor. Motion carried.


December 2023 Treasurer’s Report
Supervisor Jaeckel motioned to put the December treasurer’s report on file.
Seconded by Supervisor Brandenburg.
No further discussion, all in favor. Motion carried.


Discuss/Motion golf cart ordinance
Chairperson Cheney explained if the ordinance is approved, it would be effective 30 days after it is
published. Supervisor Jaeckel would like to see it effective once proper road signage is installed.
Publishing of the ordinance will be delayed until signage can be ordered. Supervisor Hoffman would
like a typo in the ordinance draft fixed, under the definition of a golf cart to read “… powered by an
electric or gas motor”. The typo will be fixed.
Supervisor Jaeckel motioned to adopt the golf cart ordinance.
Seconded by Supervisor Hill.
No further discussion, all in favor. Motion carried.


Discuss/Motion request for a second driveway at N190 Twinkling Star Road
Requestor Dawn Wokasch present. Her current driveway is steep and would like a more stable entrance
in and out of their property.
Supervisor Jaeckel motioned to approve the second driveway.
Seconded by Supervisor Brandenburg.
No further discussion, all in favor. Motion carried.

Discuss/Motion request by Nicholas & Melanie Brock to rezone from A-1 to A-3 to create a 1-acre
building site from parcel 016-0514-1344-002 along Carnes Road

Brocks present. Supervisor Jaeckel inquired about the existing drive to the field.
Supervisor Hoffman motioned to approve the rezoning request.
Seconded by Supervisor Brandenburg.
No further discussion, all in favor. Motion carried.


Discuss/Motion request by KF Pellat LLC for a conditional use to allow for a construction
contracting business in the existing Business zone at N1806 US Hwy 12

Kevin present. Property is already zoned business; business is a residential design and remodeling
company. They will not be adding on to the building. Heavy equipment will not be coming and going
from the property.
Supervisor Hoffman motioned to approve the conditional use permit.
Seconded by Supervisor Hill.

Discuss/Motion road agreement with One Energy Renewables for the Hackbarth Solar Project
Peter Murphy with One Energy present. The Town would like to do a road agreement as One Energy
will have equipment going in and out on a portion of Old 26. Road would be inspected and video-
documented with Dan Butz. Changes to drafted agreement will include removing road names that won’t
be used.
Supervisor Hill motioned to adopt the Town Road Maintenance Agreement with the modifications
discussed to the names of the roads.
Seconded by Supervisor Hoffman.

Discuss/Motion variance request from One Energy Renewables for a fence permit to install a fence
8 feet in height

Peter Murphy explained they will be installing a perimeter fence around the solar farm, and are
requesting a variance to have it 8 feet in height instead of the maximum height of 6 feet per the Town’s
fence ordinance.
Supervisor Hill motioned to approve the variance request to change the height of the fence allowed to 8
feet.
Seconded by Supervisor Hoffman.
No further discussion, all in favor. Motion carried.


Discuss/Motion final bill for shop addition
The Town has received the final bill for the shop addition. Dan Butz recommends getting an engineer to
sign off on the work done. Supervisor Hill supports having a structural engineer advise us. Supervisor
Hoffman suggested having BOS provide an engineer at their expense.
Supervisor Hill motioned to withhold payment of the final bill until a structural engineer review the
changes to the reviewed plan and the wall is deemed to be structurally sound, at BOS’s expense.
Seconded by Supervisor Hoffman.

Discuss/Motion 2024 operational loan resolution
Chairperson Cheney explained the Board already approved an operational loan to balance our 2024
budget, but advised it would be in our best interest to postpone as we do not need the money right now,
and wait until interest rates come down. No action taken.

Discuss/Motion building inspector
Our current building inspector, Greg Knoll, notified the Town that he will be moving on. The
Chairperson is looking for a new building inspector to consider. Supervisor Hoffman inquired about
potential candidate requirements and inspection procedures. Supervisor Hill suggested getting
recommendations from Mr. Knoll.
No action taken.


Discuss/Motion new snowplow truck
Board discussed potentially putting in an order for a new snowplow truck. Supervisor Brandenburg
inquired on specs; it would be similar to what we have now. We did not order one last year as 25%
down was required to get on the list, however that is not an issue this year. Dan Butz will get us on the
list, with no commitment, for a placeholder to order.


Discuss/Motion solar speed limit signs

Supervisor Hill would like additional time to reach out to other municipalities regarding solar speed
limit signs. Discussion tabled.
No action taken.


Discuss/Motion approval of 2024-25 poll worker list

Supervisor Jaeckel motioned to approve the poll worker list for 2024-25 election cycle.
Seconded by Supervisor Hoffman.
No further discussion, all in favor. Motion carried.


Discuss/Motion County Clean Sweep program donation
Supervisor Hoffman questioned the justification of donation to the Clean Sweep program. Supervisor
Hill feels this donation would be justified as many residents use this, and suggested calling the program
to get more information on the program. Supervisor Jaeckel sees it as double-taxing constituents. Board will revisit topic next month and Hill gets more information.
No action taken.


Public Works Report
Superintendent Dan Butz reported on the following:

  • Plow work done from the January 9th snowstorm. No mailbox damage as far as he knew
  • Supervisor Jaeckel inquired on missing Curtis Mill Road, signage – it has been stolen, and will
    be replaced
  • Stolen signage is an ongoing problem

Supervisor Brandenburg motioned to approve the bills.

Clerk’s Report

  • Promises Group is invited to come back and rent the Town Hall for their weekly meetings, provided they sign an agreement
  • Supervisor Hoffman & Supervisor Hill have submitted their candidacy paperwork to the Clerk
    and will be on the April 2024 ballot, both running unopposed
  • Board of Review will be coming up, state statute requires one voting board member be certified.
    Certification lasts one year. Chairperson Cheney will certify this year, and the Board will begin a
    rotation for certification each year moving forward

Public comment
A resident mentioned there is a lot of mud on Star School Road and believes that operations that leave a
lot of mud on the road should run a sweeper to clean it up. Cheney advised she will be addressing it.


Board Member announcements

  • Cheney got an email from Craig Long about the lighting on the gun shop. Board previously discussed the lighting issue and decided not to enforce lighting ordinance given the type of business. Supervisor Brandenburg explained it is going to be brighter because it sits high and you’re looking up at it. Cheney believes the lighting ordinance is geared towards residential, not commercial, to not have lights shining onto your neighbor’s property. Supervisor Hill will review lighting ordinance and Cheney will review past minutes on gun shop’s agreement to lights.
  • Cheney was visited by the Sheriff regarding the issues on Kutz Road and the tire marks and road
    damage. A citation was issued to the person who admitted to the Sheriff to causing some of the
    damage, and the Chairperson has been subpoenaed to be a witness for the state in the court trial
    for this, occurring on February 8.
  • Supervisor Jaeckel advised Dan Butz a horse and buggy sign may be needed in his area, for
    safety reasons.
