January 12, 2022 Meeting Minutes

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong Township to order at 7 pm. The clerk verified the proper postings had been made.


Chairman Bill Burlingame, Supervisors Walt Christensen, Jim Brandenburg, Erik Hoffman, Matt Hill. Clerk Bridget Woods, Administrative Assistant Kim Cheney and Treasurer Caitlin Kincannon present.


The meeting was also provided virtually via Zoom. No attendees via Zoom.
Seven residents 5 high school students were in attendance.


Public Comments-Resident Mavis O’Morrow asked about the assessor’s contract.

Approve meeting minutes from Dec 8, 2021
Supervisors Hoffman/Christensen made a motion to enter the minutes as presented. Motion carried.

Treasurer’s Report
Supervisors Hill/Christensen made a motion to record the financial summary. Motion carried.

Discuss/Action preliminary survey review and rezone from A-T to R-2 to create 2 residential building sites at W7526 Koshkonong Mounds Road.
Residents Andy and Robin Selle present to request rezone of property.
Supervisor Christensen noted the loss of bird habitat when these parcels are developed and expressed concerns regarding natural groundwater flow.


Supervisors Christensen/Hill made a motion to approve the rezone of the two lots as presented. Motion carried.


Discuss/Action Rock Roads, LLC requesting renewal Blasting and Mining; Asphalt plant permits
Mike Marquette of Rock Road Companies present to request renewals of Blasting, mining and asphalt plant permits. Blasting was completed recently, and Mike noted that residents in the surrounding area were notified. He further noted that the seismographs were placed at the end of the property to monitor the blasting vibrations.


Supervisor Hoffman mentioned for Rock Roads Companies, Inc to keep an open communication with the Town, stick to their word and keep in touch.


Supervisor Christensen acknowledged receipt of blasting notices from Rock Road Companies, Inc, as he lives nearby. Resident Mavis O’Morrow also acknowledges that her daughter has received the notices as well.


Supervisor Christensen noted further that the siren during the blasting is very loud and piercing and asked that the siren volume be turned down.


Supervisors Hill/Christensen made a motion to approve the request to renew Non-Metallic Mining Permit $150, a fee for the permit, Blasting $150, asphalt or tar plant $150. Once the Asphalt Plant is onsite, the balance of $4850 is due. Motion carried.

Supervisor Hill amended his motion. The fee is $500 for Mining Permit. Motion carried.

Discuss/ Action Assessor contract renewal
Resident Mavis O’Morrow asked regarding the rate increase for the assessor’s contract.

It was discussed that the State requires a re-evaluation every 10 years. The re-evaluation was done in 2020.

Supervisors Hoffman/Hill made a motion to approve the proposed 2022-2024 contract. Motion carried.

Supervisors Hoffman/Christensen made a motion to move item 9 on the agenda after item 15. Motion carried.


Discuss/Action Town Constable/Municipal Court
Supervisor Hoffman stated that the Town needs to create an ordinance to elect a judge, clerk of courts and to establish a municipal court. The Town can look into joining an established municipal court. However, all Towns within this court must have identical ordinances in place. Towns within this joint municipal court are not required to be in the same county. The elected judge will be required to complete continued education every year. The terms for judge and clerk of court are 4 years.

Residents expressed concerns regarding the creation of a municipal court.

No Action taken.

Discuss/Action Roadwork report
Administrative Assistant noted that 80% of the Town roads are rated between 5 and 8 on the PASER scale. In 2021 12 roads were pulverized and reconstructed. More than 30 roads will receive seal coating this Spring.


Roadwork report is included with this document.


The Town will be looking into grants to aid in the cost of reconstructing Old 26 Road, and budget for an
engineer to create a reconstruction plan, as well as Curtiss Mill Road.


No action taken.


Discuss Camping permit in waterfront zone
Administrative Assistance Kim Cheney discussed creating an ordinance that requires a permit for camping on waterfront property. Once ordinance is created, a public hearing will be held.


Supervisor Christensen will talk with Jefferson County regarding waterfront camping.


Discuss/ Action Winter parking ordinance
Clerk Woods will update our Winter Maintenance Policy.


Supervisors Hoffman/Christensen made a motion to put in Winter Maintenance Policy and re-address Winter parking. No parking on roadsides from November 1 through April 15. Motion carried.

Discuss/ Action Rock River Coalition Donation
Supervisors Brandenburg/Hoffman made a motion to donate $125 to the Rock River Coalition. Motion carried.

Discuss/Action New Part Time Employee wages
Supervisor Brandenburg abstained from discussion.

Supervisors Hill/Hoffman made a motion to extend part-time wages of $20 per hour for Sawyer Brandenburg. Motion carried.


Discuss/Action 2022 Fee Schedule
Supervisors Hill/Hoffinan made a motion to alter the fee schedule to raise publishing fee to $50.00, to raise Asphalt plant fee to $5000 annually. Create a line time for camping fee at another date. Motion carried.


Clerk’s report
Clerk Woods mentioned that the Wisconsin Towns Association offers a vjdeo regarding the Final Rule for ARP A. She also reminded board that the training for the Board of Review is required yearly. She has the training materials m her office.


Approve Bills
Supervisors Hill/Brandenburg made a motion to pay the bills. Motion carried.

Public Comment
Resident Vincent Kent addressed the board regarding the culverts in the Maxwell subdivision are full of silt due to no silt fence being placed during construction of new homes. Per the covenant, the cost of culvert is paid by the property owners. The main culvert has very little water flow due to being full of silt as are culverts that flow under the roadway.


Superintendent Dan Butz will look into the cost of cleanmg out the culverts. Vincent Kent will compose a letter to the property owners with the cost of cleanmg out these culverts.


Chairman Burlingame mentioned that the Milton Fire Department has put in a petition to join the Edgerton Fire District which would include Thiebeau and Charlie’s Bluff contract.
He also stated that Ryan Brothers have sent a letter to the City of Fort Atkinson for terminating their 2024 contract in 2023.
He further mentioned that the Whitewater Fire Department has consolidated into the City of Whitewater.
