January 27, 2022 Meeting Minutes

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong Township to order at 6
pm. The clerk verified the proper postings had been made.


Chairman Bill Burlingame, Supervisors Walt Christensen, Jim Brandenburg, Erik Hoffman, Matt Hill. Clerk Bridget Woods, Administrative Assistant Kim Cheney present.


The meeting was also provided virtually via Zoom. No residents were in attendance.


Announcements
Supervisors Christensen/Hill Made a motion to move to follow agenda item 6. Motion carried.


Closed Session. The Town Board will consider a motion to convene into closed session pursuant to the provisions of section 19.83 (1) of the Wisconsin State Statues for the purpose of employee(s)
reviews, employee considerations and employee compensations

Supervisors Brandenburg/Hoffman made a motion to go into closed session. Motion carried.


Supervisors Brandenburg/Hoffman made a motion to include the clerk in closed session. Motion carried.


Adjourn Closed Session by 7:00 pm
Supervisors Brandenburg/Hill made a motion to adjourn the closed session. Motion carried.

Discuss City of Fort Atkinson’s future boundary mapping plan
City Manager Rebecca LeMire and City Engineer Andy Selle are present to discuss future road
designations if properties are developed.


Supevisor Christensen spoke about the overpass to allow traffic over the 26 bypass at Montclair Place.
Andy noted that all property owners in the proposed mapping plan were sent letters regarding the City’s mapping plan. The official mapping plan will regulate development of properties and proposed road
corridors. The properties in the proposed plan are the east side of South Main Street from Rockwell
Street to A draft of the City of Fort Atkinson’s mapping plan is included with this document.


Announcements
Resident Tom Underwood expressed concern of snowmobilers and the safety of fisherman. He witnessed snowmobiles running over tip-ups. He further noted that this snowmobiler stopped after running over the tip ups and another snowmobiler rear-ended the stopped machine and rider. Tom mentioned possible signage to snowmobilers.


Chairman Burlingame stated that many of the snowmobilers come onto the lake from private properties and not through boat landings. He is unsure that signage at the landings would help.

Supervisor Hoffman suggests for this be placed on an agenda if further discussion is needed.

Clerk Woods said that she received notice that the Highway 12 reconstruction project has been postponed to 2023.


Chairman Burlingame aske that a discussion of acquisition of funds for more road repairs be added to the future agenda items.


Reconvene to Closed Session
Supervisor Hill/Christensen made a motion to reconvene to closed session. Motion carried.


Supervisor Hill/Hoffman made a motion to include Kim Cheney in the closed session. Motion carried.


Return to Open Session and Action if any from Closed Session
Supervisors Hill/Christensen made a motion to adjourn the closed session at 9: 10pm. Motion carried.


Supervisors Christensen/Brandenburg made a motion to increase employee, Dale Krasemann’s wage
$1.50 per hour; Lucas Buckingham’s wage $1.00 per hour and $100 HSA monthly; Matthew Welter’s wage $5.00 per hour and $281 back pay; effective January 23, 2022.


Supervisor Christensen amended his motion for Lucas Buckingham’s wage $1.00 per hour upon
completion of CDL Class A. Motion carried.


Adjournment.
