July 10, 2019 Meeting Minutes

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong to order at 7pm. The clerk verified the proper postings had been made.

Chairman Bill Burlingame, Supervisors Jim Brandenburg, Walt Christensen, Stacy Kutz, George Jaeckel, Treasurer Caitlin Kincannon and Clerk Kim Cheney present.

Public Comments None at this time.
Approve meeting minutes from the June 3rd & 12th meetings.

Kutz/Jaeckel motion to approve the June 3, 2019 meeting minutes as presented. Motion carried. Christensen/Brandenburg motion to approve the June 12, 2019 meeting minutes as presented. Motion carried. Supervisors Kutz and Jaeckel abstained as they were not in attendance at the June 12th meeting.

Treasurer’s Report

Brandenburg/Jaeckel motion to place the June Treasurer’s Report on file, motion carried.

Discuss/Action to update an existing conditional use permit at W7464 Koshkonong Mounds Road.

Krizsan’s Tree Service would like to add another building on this property. Jeff Foerster representing Kriszan’s present. The business has an existing conditional use permit that would need to be updated with the additional structure. They will use the existing driveway. Kutz/Christensen motion to approve the request, motion carried.

Discuss/Action regarding culverts in Woodlawn subdivision

From public works – there are no culverts in this subdivision that would need to be replaced prior to the road construction. Some do need to be cleaned out and some ditching done that can be preformed by public works.

Discuss/Action of rural fire contract.

The clerk will contact the city for the current draft of the contract. The board would like clarification of the 2% dues. Also need to discuss driveway specifications, fire prevention and inspection ordinance. This will be on the August meeting agenda.

Discuss/Action for Implements of Husbandry options.

Two incidents in the town prompted the discussion. Currently the town has chosen option F but may want to reconsider. There will be a listening session prior to the August meeting to allow the ag community to ask questions or voice their concerns. Options will be discussed at the August meeting.

Clerk’s Report

The clerk reported on a bike ride scheduled for August 14th on some town roads. Maps will be sent to the supervisors.

Public Comment

Supervisor Kutz asked about Bark River Road. The road will remain closed until the culvert work is completed. Supervisor Christensen reported that the county comprehensive plan is up for review. There are public input sessions scheduled. The chairman reported that Pond Hill Dairy Farm requested to close McIntyre Road for approximately 2 hours in the near future to run a manure line. The chairman Ok’d the request. Pond Hill will notify us when this will happen so that a notice can be put on the website and Facebook page.

Rural fire contact, Implements of Husbandry, overweight vehicles on town roads (not IOH related).
