July 20, 2022 Public Hearing Minutes

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong to order at 7:00 pm. The clerk verified the proper postings had been made.

Chairman Bill Burlingame, Supervisors Walt Christensen, Jim Brandenburg, Erik Hoffman, Matt Hill, Clerk Bridget Woods and Treasurer Caitlin Kincannon present. 68 residents were also present.

Stacy Luebke asked what the alcohol license was for.
The license is for the new location of Humphrey Floral. Which is under new ownership.

Steve Helwig: Spoke about the concerns of safety; stating that all vehicles have safety measures built into them.

Lisa Liotta has safety concerns regarding ATV/UTV/RTVs adding to the already heavy traffic in the residential area where she lives. She suggests that there should be an age requirement for any driver of an ATV on Town roads.

Don Troemel suggested that all ATV/UTV/RTVs be registered, just like ATVs used for agriculture are. Debra Brown is in favor. ATVs are no different than bicycles that are allowed on Town roads.

Mike Bentheimer is in favor. Suggests opening the roads just like how Jefferson County has. Riders need to get in and out of subdivisions.

Bill Rader is in favor. Asks that riders be allowed to get out of subdivisions.

Andrew Logan expressed concerns about ATVs on Groeler and Schwemmer Roads because both get a lot of pedestrian traffic.

Dean Trost is in favor. ATV drivers are social, and only want to get to the trails or to get somewhere for a night out.

Bob Schuett in favor. Reduce confusion of which roads are allowed by clear signage. James Clark is in favor. Would like to see Hackbarth opened to ATV use.

Brad Kraus is in favor. Concerns about ATV use after dark. Would like to see Old 26 Road opened to ATV use.

Jon Patzer is in favor. Times of day should be the same as Jefferson County. Would like to see Hackbarth opened to ATV use. Routes should be clear.

Terry Stritzel is in favor. Suggests the Town matches what Jefferson County has done. Dwaine Alexander is In favor for opening all roads.
Carl Lange is opposed. Concerns of additional traffic on Hackbarth.

Kim Wotjbow is in favor. Would like to see Hackbarth opened to ATV use. Town should follow Jefferson County safety requirements and laws. ATVs are no different that a bicycle, scooter or motorcycle.

Stacy Luebke is in favor. She has an ATV she drives on Koshkonong roads as she uses it for agriculture. Suggests to follow Jefferson County rules so that riders are not confused.

Tracy Gray is in favor and has been actively riding on Town roads.

Susan Freel is in favor. Her ATV has all the safety requirements. Riders want to spend money in the county.

Greg Wollach is in favor. Would like to see avenues in and out of subdivisions. Has concerns of enforcement of Town ATV restrictions.

Lisa Patzer is in favor. Laws are already in place. ATVs are safer than motorcycle, because they have 4 wheels. Riders are alert and pay attention to the laws. Clubs’ board members express safety to all riders.

Susan Long expressed concerns of who will be monitoring the ATV riders? Clubs are not the problem. The individuals with ATVs are the concern. Clubs change, who will be responsible for signage when this occurs? There is confusion as to which roads are allowed for ATV use.

Chad Hilstad is in favor. The Town can observe what other municipalities have done and take the best of their rules to create our system.

Tim Zeman has concerns of riders abusing the system. His road, Potawatomi Trail is one way in and on way out. Farmers need access to their lands. Expressed concerns regarding children riding on ATVs. The community needs to work together to create a plan.

John Haberl is in favor. Sheriff states there have been no issues in other areas so far. Suggests the Town to clearly mark the areas that ATV are allowed.

Dennis Jones is in favor. Open all roads.

Jim Glenn expressed concerns of underage drivers being an issue in his area on Eastern Ave.

Don Troemel: States that the DNR told him that as long as he has an agriculture permit, he can go anywhere. In the winter, as long as he has a plow blade on his machine, he can go within 2.5 miles of his home.
