July 22, 2020 Meeting Minutes

Town board members met in a quorum prior to the start of this meeting to view property at W7618 Koshkonong Mounds Road. The quorum notice was properly published on July 20, 2020.

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong to order at 7:30pm. The clerk verified the proper postings had been made. This meeting started after the adjournment of the re- scheduled Town annual meeting. The annual meeting was re-scheduled due covid19.

Chairman Bill Burlingame, Supervisors Jim Brandenburg, Matt Hill, Erik Hoffman, Walt Christensen, Treasurer Caitlin Kincannon and Clerk Kim Cheney present.

Public Comments None at this time. Approve meeting minutes from June 10th

Supervisors Brandenburg/Hill motion to approve the June 10th meeting minutes as presented, motion carried.

Treasurer’s Report for March, April & May as Amended and June

The Treasurer reported March, April & May monthly reports as amended to properly include the issuance of the liquidated CD. June monthly reported reviewed. Supervisors Brandenburg/Hoffman motion to approve the amended reports for March, April and May and file the June report. Motion carried.

John Steiner: Request for a preliminary survey review and rezone to create a 2.382 acre A2 zone from an N zone vacant land parcel, located on State Road 26, #016-0514-1941-000.

Mr. John Steiner present to explain his request. He has made an offer to purchase this land and is requesting a rezone for a proposed gun shop. Supervisor Hoffman indicated the Plan Commission recommended approval, however there will be issues with the road/current driveway access. The City of Fort Atkinson sign is currently on this property. Mr. Steiner has proposed putting a fence around the sign and lighting. Supervisor Christensen questioned the use of natural resource land.

Supervisor Hoffman/Brandenburg motion to approve the rezone request. Supervisor Hoffman/Brandenburg motion to amend the original motion to include “Mr. Steiner assumes all costs related to transfer of land for the driveway”. Motion to amend carried. Full motion carried with a 3 yes/2 no vote.

Discuss/Action request for a conditional use permit to allow a retail gun shop at the proposed parcel 016-0514-1941-000 on State Road 26 (amended)

Mr. Steiner would need a conditional use permit for a gun shop on this re-zoned property. There will be no outdoor target range. He is a certified federal gunsmith and currently owns a gun shop in Fort Atkinson with a retail store and repair, manufacturing ammo. No hand guns are sold in his shop. He does have plans for a future indoor gun range.

Supervisor Brandenburg/Hoffman motion to approve the conditional use request. Motion carried.

Discuss/Action for a variance request for a reduced setback at N1494 County Road K to allow a porch addition.

Property owners present to explain that they would like to construct a small porch on the house, however due to the location of the house, the porch would encroach into the road right-of-way by approximately 6 feet. Currently there is no access/use of this doorway due to no porch. Supervisors Hoffman/Brandenburg motion to approve the variance request, motion carried.

Discuss/Action for a request to allow bushes in the Town right-of-way at W7618 Koshkonong Mounds Road.

Property owner Michael Martorano present to explain his request. Bushes/shrubs were planted within the road right-of-way in the spring. The Town has had previous conversations with the property owners regarding the road right-of-way. Bushes and landscaping currently impedes the neighboring culvert. The board has suggested to move the bushes/shrubbery back 33 feet. Supervisors Brandenburg/Christensen motion to require the property owner to move the bushes/shrubbery/landscaping 33 feet from the center of the road. Motion carried by vote of 4 yes, 1 no.

Discuss/Action Proposed 4-way stop sign at Maxwell/Hackbarth/Endl

Discussion regarding a proposed 4 way stop sign at this intersection. Currently is a two way stop for Maxwell/Endl. The City of Fort Atkinson has agreed to a consistent speed limit of 30 mph for the entire length of Hackbarth Road with a strong suggestion of a 4 way stop at this intersection.

Supervisor Brandenburg motion to not have this on an agenda ever again. This motion died with no second. Supervisor Christensen/Brandenburg motion to postpone this topic until this issue can be taken to the county Safety Committee for a recommendation. Motion carried.

Discuss/Action final asphalt layer on Long Driver/road dedication

Developer is currently building in the new subdivision and will be putting the final layer on the road. The clerk will email the developer and ask for a timeline.

Discuss/Action response to proposed updates to the Jefferson County Comprehensive Plan

Suggested to limit county restrictions on shoreland property. To remain rural.

Proposed park access

Plan to improve walking path with a boardwalk through the wetlands area.

Budget amendment resolution Not necessary at this time.

Discuss/Action proposed amendment to the no parking ordinance

Proposed adding Groeler Road(2), Schwemmer Lane and Deerpath to 535.10. Supervisor Hill/Hoffman motion to amend ordinance, motion carried.

Public Comment

Supervisor Brandenburg indicated there are dead ash trees along the shoreline on Bark River Road that need to be cut. Supervisor Christensen will speak to the DNR to see if a permit is needed. The clerk will provide Board of Review training materials for all board members in light of the recent re-evaluation and possible appeals.
