June 10, 2020 Meeting Minutes

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong to order at 7:00pm. The clerk verified the proper postings had been made.

Chairman Bill Burlingame, Supervisors Jim Brandenburg, Walt Christensen, Matt Hill, Erik Hoffman, Treasurer Caitlin Kincannon (participating by Zoom) and Clerk Kim Cheney present.

Supervisor Christensen/Brandenburg motion to move to agenda item number 8 (Badgerland contract), motion carried.

Discuss/Action Badgerland Disposal contract extension

Kris Roesken, Badgerland Disposal representative, present to review the proposed contract extension. The current contract is valid through 2021. The proposal for 2022-2026 is a 5-year extension, with a rate freeze for 2021. The rate for 2021 would not increase over the 2020 rate. After 2021 there would be a 2.5% increase each year of the extension. Supervisor Christensen/Hoffman motion to approve the proposed Badgerland Disposal contract extension through 2026. No further discussion, motion carried.

Supervisor Christensen/Brandenburg motion to move to agenda item number 9 (fence variance), motion carried.

Discuss/Action request for a fence variance at W6036 Lieberman Road

Property owners Troy & Kaci Evenson present to request a variance from the Town ordinance requiring a fence around their in-ground pool, as they will be installing a safety cover. Supervisor Brandenburg/Christensen motion to allow the safety cover in place of a fence. Supervisor Hill/Christensen motion to amend the original motion to include the following wording “in the event of failure of the safety cover, a fence would be required as per Town ordinance, motion carried to amend the original motion. Amended original motion carried.

Discuss/Action conditional use permit for an onsite accessory storage structure to exceed the height limitation at W6276 Apple Lane.

Property owner Wade Staude present to explain his request. He is building a detached garage and would like the roofline to match the existing home at 22 feet, exceeding the zoning height limitation. There will be no living quarters in the structure and no neighbor opposition. Supervisor Hoffman/Brandenburg motion to approve the request, motion carried.

Public Comments agenda items.

Resident Judy Almquist spoke in opposition to bike access to the park. She would be in favor of bow hunting in the park to help with the deer population and is in support of the 35-mph speed limit on Hackbarth.

Thorn Apple resident Deb Zebell supports bow hunting.

Thorn Apple resident Jodi Wolfram adjoins the park and would not be comfortable with bow hunting as there are safety concerns for kids and dogs using the park.

Resident Kiara Dunlap on Aspen Drive is opposed to bike access and bow hunting in the park.

Resident Linda is opposed to bow hunting as she feels the herd does not need thinning and has safety concerns.

Lee Drive resident Bob Retzlaff is opposed to bow hunting in the park.

Jackie Flack, Aspen Drive resident, is opposed to bow hunting in the park for safety concerns thinks the gut piles may bring predators.

Approve meeting minutes from March 11th & May 13

Supervisor Hoffman/Brandenburg motion to approve March 11th & May 13th meeting minutes, motion carried.

Treasurer’s Report for May

The Treasurer asked the board to table the May report as there are some discrepancies that need to be addressed. Supervisor Brandenburg/Hill motion to table the May Treasurer’s report, motion carried.

Discuss/Action J&A Buckman Trust request for a preliminary survey review and rezone to create a 6.7 acre A3 Farm Consolidation lot and lot combination with an existing house and farm buildings.

Surveyor Mark Anderson, participating on Zoom, representing the property owners. This is a farm consolidation to separate the house and out buildings to sell the ag land. Plan Commission recommended approval. Supervisor Brandenburg/Hoffman motion to approve the preliminary survey and rezone request. No further discussion, motion carried.

Discuss/Action Long Lake Road dedication

Developer Tom Patterson present. Some spots in current roadway will need thicker asphalt to make the road uniform. Total of 4 inches of asphalt once the final layer is applied, possibly in September. Shouldering would be done soon after the final layer. Pathway as required by the Developer’s Agreement will also be asphalt. Road dedication will be discussed at the July meeting, possibly with the engineer.

Discuss/Action proposed bike access/resolution to Mush-Ko-Se-Day Park

From Supervisor Christensen, currently no bike restriction to the park. No motorized vehicles are allowed. He has spoken to several residents regarding this issue and most felt bikes are not a problem in the park and should be left as is. There is very low bike use in the park. Regarding bike access to the park; there would need to be crossing signs on Hackbarth and asphalt striping with proposed access on town land on Bramble Bush. No resolution necessary.

Discuss/Action proposed bow hunting in Mush-Ko-Se-Day Park

Several residents have indicated the deer population is affecting properties surrounding the park, eating vegetation and being a nuisance. Other residents don’t feel the deer population is a problem. It was determined the majority of residents don’t want bow hunting in the park and this discussion will be retired.

Discuss/Action request for garbage receptacles on cleared land on Rock River Road

No board support for this request.

Discuss/Action Highway 12 rehab project/town land purchase

Due to the proposed rehab project on US Highway 12 the state will need to purchase town land to expand the turn lanes from Star School Road. Offer to purchase review. Supervisor Brandenburg/Hoffman motion to approve the offer to purchase town land for $5,300, motion carried.

Discuss/Action to lower the speed limit on Hackbarth Road to 30mph for the entire road

Current speed limit is 25-35 mph, has been 25-45 in the past. Proposed one speed limit for the entire length. City of Fort Atkinson is in favor of a 30-mph limit if a stop sign is considered for the Maxwell/Hackbarth/Endl intersection. Supervisor Hoffman/Christensen motion to change the speed limit on Hackbarth Road to 30 mph for the entire length and to consider a stop sign at Maxwell. Motion carried unanimously.

Discuss/Action future tree work

Approximately $4,000 remaining in the budget. Public Works will address the worst trees first.

Discuss/Action liquor license renewals

Supervisor Brandenburg/Hoffman motion to approve the renewal of the current liquor licenses, motion carried.

Discuss/Action CD renewal and designation

Current CD set to renew at the end of July, value approximately $106,722. Discussion of purchasing a skid loader for up to $60,000 and balance to savings for an emergency fund. Supervisor Hoffman/Christensen motion to liquidate the current CD and designate up to $60,000 for the purchase of a skid loader and the balance in an emergency savings fund. No further discussion, motion carried.

Supervisor Hoffman to be the board liaison for Plan Commission.
