The Clerk verified the proper postings had been made.Chairperson Cheney announced liquor license renewals for 7 businesses: VFW Post 1879, Bitz’sOut Limits, Koshkonong Mounds Country Club, Sammy’s Place, Jellystone Park, & Bingg’s. Kimadvised Humphrey Floral was also included, and Jellystone has changed its name to Wishing WellRV Resort. No public comments on liquor license renewals.Chairperson Cheney opened up public comment regarding ATV/UTV/RTV use on Oxbow Bend,Pottawatomi Trail and Blackhawk Bluff.Brian Hesgard, N389 Pottawatomi Trail – spoke in favor of ATV use, and believes either all threeroads should be opened for use, or none at all.Charles Miller, N445 Pottawatomi Trail – Charles asked why Bingham’s Point was singled outfrom ATV usage. Supervisor Hoffman explained because the area is landlocked, and ATVs couldnot leave the neighborhood, however it would have been considered if a request was brought to theBoard.Bill Lauderdale, N339 Oxbow Bend – spoke in favor of ATV useMike Yeager, N349 Oxbow Bend – spoke of safety concerns with young kids and pets in theneighborhood.Peter Layton, N429 Oxbow Bend – spoke in favor, advised some residents need vehicle usage to getaround.The Clerk took final votes for the advisory poll. After confirming there was nobody else presentwanting to submit a vote, the Clerk read the poll results aloud to the Board. Results were as follows:39 total votes submitted – 58% of available votes.Blackhawk Bluff – 13 votes submitted, 5 were yes, 8 were no. NO was the majority for Blackhawk.Oxbow Bend – 13 votes submitted, 11 were yes, 2 were no. YES was the majority for Oxbow.Pottawatomi – 13 votes submitted, 9 were yes, 4 were no. YES was the majority for Pottawatomi.
A resident asked about approval on the YES majority streets. Chairperson Cheney advised this wasadvisory only and would be taken into consideration on the agenda item at the Board meeting tofollow.Larry Skelly asked about accumulated votes. Clerk reported 25 total yes votes, 14 total no votes,YES being the majority combined.Brian Hesgard reiterated his opinion that all three roads should be approved, or none. SupervisorHoffman responded.Chairperson Cheney spoke of 2 petitions that were initially submitted. Kim inquired how theresidents who voted NO feel they’ll be affected if it was passed.A resident spoke about it being a safety issue, and feels there will be more traffic on the road.Jeanne Zeman, N347 Pottawatomi Trail – golf carts and legality of the matter was questioned.Chairperson Cheney inquired if there has been any problems with the ATV usage that has occurredin the area already.A resident spoke about public access to the lake.Supervisor Hill advised since the ATV ordinance had passed on his street, Vinnie Ha Ha, he has notpersonally observed an increase in traffic, and has not seen any joyriding occur.Supervisor Hoffman advised that once the Board makes a decision, it does not have to be set instone, and it can be reconsidered if there’s problems.Supervisor Jaeckel advised when the county opened up ATV usage with the 1-year sunset clause,there have been no issues. He addressed safety concerns.Zach Johnson, N335 Pottawatomi Trail – suggested requiring reduced speed at nighttime.Supervisor Brandenburg addressed the vote on ATV usage on the November ballot, and the votetoday is for Bingham’s Point.Nancy Pryatel, N385 Pottawatomi Trail – believes that majority of ATV users would respect therules.Chairperson Cheney adjourned the public hearing at 6:47 PM.Respectfully submittedCaitlin KincannonClerk7/6/2023
