June 3, 2019 Meeting Minutes

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong to order at 7pm. The clerk verified the proper postings had been made.

Chairman Bill Burlingame, Supervisors Jim Brandenburg, Walt Christensen, Stacy Kutz, George Jaeckel and Clerk Kim Cheney present.

Public Comment – None at this time.

Discuss/Action on request to bore under the road at N1508 Groeler Road

Property owner representative Jeff Begovatz (contractor) present to explain this request. They want to bore under the road to run a waterline to animals. Jaeckel Bros. to do the work. Brandenburg/Jaeckel motion to approve one waterline under the road at this address. No further discussion, motion carried.

Discuss/Action on request for a fence variance at N1508 Groeler Road

Driveway being moved, permit will be required and a culvert. Requesting a 6 foot wrought iron fence with a gate for the driveway to contain animals. Property is zoned A3. No fence variance needed.

Discuss/Action for bank loan

$500,000, 3 year and 5 year term loan proposed. Formal interest rate quotes received from Premier Bank and Badger Bank. Supervisor Kutz not in favor of borrowing money. Supervisor Christensen would be in support of a 3 year term to sunset at the same time as current loan. Christensen/Brandenburg motion to approve a loan of $500,000 for 3 years at an interest rate of 2.265% from Premier Bank. Also for the Chairman to contact the bank to negotiate the interest rate. Motion carried, 3 yes, 1 no.

Discuss/Action to repair and/or replace culverts on Bark River Road, Old 26, Vickerman and any others deemed necessary. (Added May 28)

Bark River Road culvert blocked, Vickerman Road – no culvert, one is needed, Old 26 – bottom rotted, needs replacement. Determined approximately $24,000 needed to do all three. Funds will come from the approved loan.

Award road bids

Bid summary reviewed. Brandenburg/Christensen motion to approve the bid from Payne & Dolan for $180,264 for the Woodlawn subdivision road project. Motion carried.

Seal coat – representatives from Scott Construction and Fahrner present. Fahrner bid is for emulsion verses oil from Scott. Both contractors willing to do either oil or emulsion. Supervisor Jaeckel would favor oil. Supervisor Brandenburg agreed that oil has been used in the past. Both will maintain the road for approximately 10 years. Brandenburg/Christensen motion to award the seal coat bid to Scott Construction for $217,108. Motion carried. Note for future bid specifications to specify oil/emulsion. Supervisor Kutz suggested to have these contractors at a meeting in December or January to explain their products.

Road Construction: funds available –

  • $631,342 Total funds available for road work

Brandenburg/Jaeckel motion to award road work bid to Payne & Dolan for Twinkling Star Road $136,037; Star School Road $63,404; Smiley Lane $7,400. Motion carried.

Jaeckel/Brandenburg motion to approve $25,000 of the loan for culvert replacements on Bark River Road, Vickerman and Old 26 Roads. Supervisor Kutz opposed to designating to these 3 specifically. 3 yes, 1 no, motion carried.

  • $629,213 designated for specific projects
  • $2, 129 balance available

Notes: Hoge Road to be considered in 2020, possibly with the cold mix application. Also there may be bridge aid available for the culvert projects. The clerk will check with the county.

Discuss/Action to repair or replace lawn mower

Mower for park and cemetery is broke down. The motor has seized up. Approximately $1000 to repair or $5000 to $6000 to replace. Christensen/Jaeckel motion to authorize public works to purchase a new mower, not to exceed $7000, funds to come from park and cemetery funds to be divided equally. No further discussion, motion carried.

Public Comment

Supervisor Kutz and Jaeckel notified the board they would be absent from the June 12 monthly meeting.
