March 10, 2021 Meeting Minutes

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong Township to order at 7 pm. The clerk verified the proper postings had been made.

Chairman Bill Burlingame, Supervisors, Walt Christensen, Erik Hoffman, Matt Hill, treasurer Caitlin Kincannon, Clerk Kim Cheney and Interim Clerk Bridget Woods present. Supervisor Brandenburg notified the board that he would be absent.

Approve meeting minutes from Feb 10
Supervisor Hill/Hoffman motioned to approve minutes as presented. Supervisor Christensen requested clarification of the ordinance amendments. Supervisor Hill withdrew his motion to approve the minutes.

Treasurer’s Report for February

Treasurer explained that she is having issues reconciling the financial summary and has asked for assistance from Johnson Block. She asked the board to table the report until the April 20 meeting.

Discuss/Action 2021 Budget updates

Clerk Kim Cheney reported an updated year end 2020 budget with a surplus of approximately $90,000. Discussions regarding designating funds into the 2021 budget.
Supervisor Christensen/Hill made motion to move $10,000 to Highway tree budget. Motion carried. Chairman Burlingame/Supervisor Hoffman made motions to add $5,000 to clerk budget, $5,000 to Administrative Assistant budget and $10,000 to Highway budget for wages in 2022. Motion carried.

Discuss/Action Future road work and financing

Discussed moving forward with $1.2 million loan for road work and new plow truck. Clerk will develop a resolution and present at April 20th board meeting.

Discuss/Action Roller purchase

Supervisor Hill/Hoffman motioned to approve funds up to $20,000 for the purchase of a new roller for highway department. Motion carried.

Discuss/Action Addition of vehicle for Highway Department

Supervisor Hoffman/Hill motioned to approve funds up to $20,000 for the purchase of a service vehicle for the highway department. Motion carried.

Discuss/Action Website improvements

Dave Frohmader of Cellar Studios is present to display the proposed updates for our website. Objective is to make the website more user and mobile friendly.

Discuss/Action changes to fee schedule-subdivision and driveway permit fee

Supervisor Hill/Christensen motioned to approve removal of subdivision fee and to increase driveway permit fee on our fee schedule. Motion carried.

Clerk’s Report

Clerk Bridget Woods noted that Brett from Johnson Bank will attend our May 20th. We are looking into getting on the list for StarLink internet service. Internet speed has been increased through Edge Broadband. Annual meeting is April 20. Fire district change for Bingham’s Point goes before City of Fort Atkinson Council on April 8.

Public Comment

Supervisor Hoffman responded to a resident’s email regarding the sale of property on Eastern Ave and was concerned about the potential use of this property.

Supervisor Christensen notified the board that the park committee has done some work in the Mush Ko Se Day park and the rehab of plants is going well.

Supervisor Hill proposed that the Town recognize Keith Marsden for his work at the park.

Chairman Burlingame mentioned that the Lake District is working with the DNR to look into more parking at their boat landings.

Supervisors Hoffman/Hill made motion to approve the bills. Motion carried.

February Minutes

Closed Session. The Town Board will consider a motion to convene into closed session pursuant to the provisions of section 19.83 (1) of the Wisconsin State Statues for the purpose of employee(s) reviews, employee considerations and employee compensations.

Supervisors Christensen/Hoffman made motion to convene into closed session at 10:03pm.

Return to open session and action if any from closed session.

Supervisors Christensen/Hill made motion to return to open session at 11:30 pm.
Supervisors Hill/Hoffman made a motion to increase Treasurer’s annual salary $8,000. Motion carried.

Supervisors Hill/Hoffman made a motion to hire Kim Cheney as Administrative Assistant from April 1, 2021 to April 1, 2023 at $27 per hour. Motion carried.

Supervisors Hill/Hoffman made a motion to accept the contract to hire Bridget Woods as Town Clerk with an annual salary of $30,000. Motion carried.

Adjournment. Supervisors Christen/Hill made a motion to adjourn at 11:35 pm.
