March 11, 2020 Meeting Minutes

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong to order at 7:00pm. The Clerk verified the proper postings had been made.

Chairman Bill Burlingame, Supervisors Jim Brandenburg, Walt Christensen, Stacy Kutz, George Jaeckel, Treasurer Caitlin Kincannon, and Clerk Kim Cheney present.

Public Comments

Resident Linda Klement asked about future development of a parcel on County Road K. This parcel is low land with possible water issues. No formal development proposal has come before the town at this point.

Discuss/Action Meeting Minutes February 12th

Kutz/Brandenburg motion to approve the February 12th meeting minutes as presented, motion carried.

Treasurer’s Report

The Treasurer presented the February financial report. Christensen/Jaeckel motion to place the February Treasurer’s report on file, motion carried.

Discuss/Action conditional use permit request from Charles & Cathy Naber for mining operations on property W7201 Vickerman Road

Rock Roads Company have a current conditional use permit for mining operations on property owned by Charles & Cathy Naber at W7201 Vickerman Road. Rock Road Co., represented by Ryan Spies, has requested the conditional use permit be extended to the end of the year so that they may finish up their operations and clear the site. They will be presenting a reclamation plan to the county and are currently bidding jobs to use up materials yet in the pit. Jaeckel/Brandenburg motion to approve the extension of the mining operations conditional use permit to the end of the year as agreeable to the land owners. No further discussion, motion carried.

Discuss/Action current road agreement with Rock Roads Company

Current road agreement with Rock Roads Company reviewed. They anticipate approximately 3500 truck loads of remaining materials in the pit. Public works will inspect the roads within 4 weeks and then again next year, prior to June 30th, for any repairs.

Discuss/Action draft developers’ agreement for Jed Draeger for property on County Road K

No discussion/action of this item as no formal survey has yet been submitted to the town.

Discuss/Action MOU resolution from the county

Formal resolution needed for the county to purchase flood properties. Christensen/Kutz motion to approve the proposed resolution. Motion carried.

Discuss/Action 2020 budget amendment to designate current CD

Current certificate of deposit to renew March 30, 2020, approximate value $106,415. Christensen/Jaeckel motion to not renew this certificate of deposit and apply it to the 2020 budget. No further discussion, motion carried.

Discuss/Action board meeting dates for April & May

Johnson Block, accounting firm preparing the end of the year report, not available to present at the town annual meeting on April 21. They are available for the May meeting. Jaeckel/Brandenburg motion to move the April board meeting to after the annual meeting on April 21, motion carried. Jaeckel/Brandenburg motion to move the May board meeting to Wednesday May 20 as the clerk and treasurer will be out of town, motion carried.

Clerk’s Report

The WTA has asked the town to host the district meeting on Monday March 30. The Highway 12 re-hab project is moving forward and the town will be receiving more info regarding land acquisition etc. The city will be having their annual ambulance advisory committee meeting on Monday April 6, Walt will attend. Open Book and Board of Review dates have been set for September as more time is needed to prepare the tax roll with the re-evaluation. Incoming Supervisor Matt Hill will attend training for BOR.

Public Comment

State Representative Don Vruwink addressed the board regarding new livestock siting rule, flood funds, and rural internet.

Approve bills

Brandenburg/Christensen motion to approve the bills, motion carried. Future agenda items. None at this time.

Closed Session. The Town Board will consider a motion to convene into closed session pursuant to the provisions of section 19.83 (1) of the Wisconsin State Statues for the purpose of employee(s) reviews, employee considerations and employee compensations.

Brandenburg/Jaeckel motion to convene into closed session and include the clerk, motion carried.

Return to open session and action if any from closed session.

Kutz/Christensen motion to return to open session at 8:55pm, motion carried. No action at this time.
