March 13, 2019 Meeting Minutes

The Town Board meeting was called to order by Chairperson Burlingame at 7:00 pm The clerk verified that the proper postings had been made.

Members of the Town Board present: Chairperson Bill Burlingame, Supervisors Jim Brandenburg, Walt Christensen, Stacy Kutz, George Jaeckel, Caitlin Kincannon, Treasurer, Robin Untz, Deputy Clerk and Kim Cheney, Clerk

PUBLIC COMMENTS: Bill Wild commented on water issues they are having on his property from the run off of Hwy 12 and Smiley Road. The residents received sand bags to help with the issue temporarily. Chairperson Burlingame stated that the DOT will be looking at the situation in the next few days. No other public comment.

APPROVAL OF MINUTES: Kutz/Jaeckel motion to approve the February 13, 2019 minutes. Motion carried. TREASURER’S REPORT: Brandenburg/Jaeckel motioned to approve and put on file the February 2019 Treasurer’s

report Motion Carried. The Treasurer reported that one of the Town’s CD’s will need to be renewed. Discuss/Action of Road Agreement with Enbridge. Brandenburg/Jaeckel motion to table. Motion carried.

Discuss/Action of N & M Lemke Trust: Revised Request for a preliminary certified survey review of parcel #016-0614-3633-003. Request to create an approximately 2.8-acre R2 lot with an existing house using an existing private right of way. Jaeckel/Brandenburg motion to approve the request for Lemke’s. Motion Carried.

Discuss/Action of Mark A. Meyer: Request to convert a 0.47-acre A3 portion of land to A1 that is adjacent to an existing A1 zone, near N278 Pottawatomi Trail, parcel # 016-0513-3442-002. Jaeckel/Kutz motion to approve the conversion of the parcel of land as requested. Motion carried.

Discussion of recommendation from Plan Commission of Subdivision Ordinance Christensen/Brandenburg motion to accept the Subdivision Ordinance Draft with the corrections suggested by the Town Plan Commission. Motion carried.

Discuss/Action of Draft of Town Ordinance Book Discuss/Action of Draft of Town Ordinance Book.

Christensen/Jaeckel motion to adopt the Draft of the Town Ordinance Book with the identified corrections. Motion carried. A digital copy will be provided and posted to the Town’s website when corrections are complete.

Discussion of Manure Lines in the Right of Way of Roads. Christensen/ Jaeckel motion to approve the Manure Line in ROW ordinance with the noted changes and corrections. Motion carried.

Jaeckel/Brandenburg motion to approve the permit application draft of for manure lines in ROW with noted changes and corrections. Motion carried.

Discuss/Action of Town Fee Schedule for 2019 Brandenburg/Jaeckel motion to approve the 2019 Town Fees Schedule with corrections. Motion carried.

Discuss/Action tree work on Twinkling Star Road. Brandenburg/Jaeckel motion to approve the removal of the trees on Twinkling Star, that Dan Butz, the Town Hwy Patrolman is to seek 2 bids and the lowest bid to be accepted, up to $3,000. If bids exceed $3,000 the discussion goes back to the Town Board. Motion Carried.

Discuss/Action of 2019 Road Bids No action taken on the discussion of 2019 Road Bids. Discussion included adding Woodlawn and Smiley Lane to the list proposed back in Sept 2018 for potential projects.

Discuss/Action of 2019-2020 Salt Contract. No action. The Salt Contract will be received later in March. Discuss/Action of Spring Fuel Contract. No action. Sup. Brandenburg reported that the contract will be 1,500

gallons at $2.39.

Discuss/Action of Clerk’s Contract. Kutz/Brandenburg motion to table until the April meeting. Motion carried.

Clerk’s Report: Clerk Cheney reported that the Town received a thank you card for the support from 1000 Friends of Wisconsin, a request of Transient Merchant Permit was received and will need to be reviewed by the Town Board at the next meeting, a draft of the proposed Campground/Mobile Home Park Ordinance is completed and will be presented to the Board at the next meeting, resident Linda Bruss is interested in being appointed to the Plan Commission, and the Open Book date is May 1st from 4pm to 6pm and Board of Review is on May 22nd, from 7pm to 9pm.

Public Comment: None
Approve bills: Brandenburg/Jaeckel motion approve the monthly bills. Motion carried.

FUTURE AGENDA ITEMS: Breakdown of Hwy Department work, Campground/MHP draft ordinance, Twin Knolls Home Owners Association status, Salt Contract, Appointment of Plan Commission members, Dedication of a portion of roadway formally part of Hwy 12 as requested by DOT, Enbridge Road Agreement, Transient Merchant Permit request, 2019 Road Bids, Clerk’s Contract.
