March 24, 2021 Meeting Minutes

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong Township to order at 7 pm. The clerk verified the proper postings had been made.

Chairman Bill Burlingame, Supervisors Walt Christensen, Erik Hoffman, Matt Hill, Jim Brandenburg, Clerk Kim Cheney and Interim Clerk Bridget Woods present.

Public Comments None at this time

Announcements- Clerk Bridget Woods noted the upcoming Fort Atkinson City Council meeting on April 8th at 4 pm. Bingham’s Point Fire and EMS contract. Also, our monthly meeting will be on April 20th, instead of the usual 2nd Wednesday. Payroll will be processed on April 12 and she requested expense reports by then.

Discuss/Action Rock County Snow Plow Contract

Supervisors Brandenburg/Hill made a motion to accept the Rock County Plow Contract. Motion carried.

Discuss/Action 5 Year Road Plan

Reviewed to determine roads for the 2021 Projected Road Work.

Discuss/Action 2021 Projected Road Work

Chairman Burlingame/Supervisor Brandenburg made a motion to approve the following roads for bid work.

Pottawatomi Trail
Oxbow Bend
Blackhawk Bluff
Kunz Road
Kutz Road
Star School Road
Hoge Road
Fairway

Interim Clerk Bridget Woods will prepare documents for Open Bids. Documents will be sent by April 2.
Bids will be due by April 28th and open bidding will begin promptly at 3 pm. Town board will meet at 7pm to award bids.

Discuss/Action Loan for road projects/equipment

A loan interest rate of 1.05% to 1.1% was discussed in an amount of $1.2 Million for a term of 5 years.

Supervisors Hill/Christensen made a motion to acquire a loan from Premier Bank not to exceed $1.2 million for road repairs and equipment purchase. Motion carried.

Discuss/Action Purchase of Plow Truck

Supervisors Brandenburg/Christensen mad a motion to purchase a new plow truck to replace the 2010 single axle truck not to exceed $200,000. Motion carried.

Discuss/Action Rock River Road-Supervisor Walt Christensen

Supervisor Christensen discussed erosion issues on Rock River Road and the possible types of repairs.
Chairman Bill Burlingame suggests that all dead ash trees be removed along Rock River Road from Bark River Road to State Road 106.
