Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong Township to order at 7:00 pm. The clerk verified the proper postings had been made.
Chairman Bill Burlingame, Supervisors Walt Christensen, Jim Brandenburg, Erik Hoffman, Matt Hill, Clerk Bridget Woods, Administrative Assistant Kim Cheney, and Treasurer Caitlin Kincannon present.
Public Comments-Limited to 20 minutes total, agenda items only, 3 minutes maximum per town resident. No other audience comment allowed.
Resident Dean Trost spoke to the board regarding an ATV club that he is in the process of getting started. He asks the board to consider opening the town roads to ATV operators.
Resident George Jaeckel mentioned many residents have contacted him to bring ATV use to our Town roads. He spoke about signage and clubs offer to supply signage for the routes on the roadway. He noted that officers of the clubs change, and it may be difficult to contact the clubs for signage concerns that may arise in the future due to these staff changes. He reported that there have been no issues at the county level with ATV operators on the county roads for the entire year that ATV use has been opened on county roads. ATV operators could potentially bring revenue to the Town by purchasing property or visit local businesses. He also suggests that our ordinances regarding ATVs be like the county ordinances, such as operator licensing and vehicle insurance requirements, and the hours of the day.
Resident Todd Lueder asks that the board consider opening the roads.
Mike Bentheimer mentioned that the town is rural and would be suited to ATV use on the roadways.
Approve meeting minutes from April 19
Supervisors Hoffman/Christensen made a motion to approve the minutes. Motion carried.
Treasurer’s Report
Supervisors Christensen/Brandenburg made a motion place the treasurer’s report on file. Motion carried.
Discuss/Action year-end review with Johnson Block
Brett Hofmeister from Johnson Block present to discuss the Town’s year-end review. No action taken.
Discussion only ATV/UTV use on Town roads
A deputy from the Jefferson County Sheriff’s office spoke about driving ATV type vehicles on the road. They have not had any complaints regarding ATV operators that he is aware of. No reports of crashes due to intoxicated operators. He instructed ATV drivers to follow the posted speed limits for ATVs and restrain from alcohol use.
Supervisor Hill asked the deputy what the Sheriff’s office concerns is are. He responded for ATV operators to share the right of way. They are primarily concerned with ATV operators “bar hopping”. Crashes are usually on private land, from ATV operator driving recklessly.
Chairman Burlingame asked the deputy how DWIs are handled with ATV drivers. He replied that this falls under the Dept of Natural Resources violations. It does not affect their driving record.
Supervisor Hill/Hoffman made a motion to have discussion and action of ATV use on Town roads on next month’s meeting. Motion carried.
Discuss/Action SWRE request to open Koshkonong portion of Jaeckel Road for ATV/UTV use on June 25 for an event and to consider permanently. Added May 10, 2022
Chairman Burlingame/Supervisor Christensen made a motion to open the section of Jaeckel Road to State Rd 106 for ATV use in the Town of Koshkonong. Motion carried.
Chairman Burlingame/Supervisor Brandenburg amended the above motion to include the Town of Koshkonong’s section of Will Rd. Motion carried.
Discuss/Action political and advertising signs in Town road Rights of Way
Supervisor Hill suggests that we contact the business/entity to let them know that their signs are not allowed in the Town right of way. No action taken.
Discuss/Action Municipal court
Supervisor Hoffman spoke with the Interim Sheriff of Oakland. He told Supervisor Hoffman that he will follow up regarding the town joining their municipal court. No action taken.
Discuss/Action Bi-Partisan Infrastructure Law
The Town of Koshkonong was awarded one of our applications. However, the Town needs to have the road engineered right away. The awarded road is North Shore Rd to receive a mill and overlay only. The Town’s amount for this project is 20% of $136,586. The engineering cost will be $39,000, in addition to our portion not paid by the grant.
Supervisor Hill/Christensen made a motion to reject the grant this year and reapply next year. Motion carried.
Discuss/Action approve bid for flooring update to office and kitchen
Supervisor Hoffman will investigate more proposals for the flooring of the kitchen and office.
Supervisor Hill/Hoffman made a motion to table this until next month. Motion carried.
Discuss/Action gravel to north end of Vinnie Ha Ha Road
The Department of Natural Resources is not allowing Badgerland Disposal truck to use the parking lot on Vinnie Ha Ha Rd to turn around.
Supervisor Hill spoke with Lance Stock, he stated that the decision to limit commercial traffic in their parking areas statewide.
Supervisors Hill/Christensen authorized Chairman Burlingame to offer the Town’s maintenance services on an as needed basis to grade the parking lot. Motion carried.
Discuss/Action 2021 Budget year-end review and 2022 Budget amendments
Supervisor Hill/Hoffman made a motion to adopt the proposed budget amendments as laid out by Clerk Woods and Administrative Assistant Cheney.
Clerk’s report
Clerk Woods stated that the server project was installed on April 22. The .gov conversion is complete. Any board members that would like to have their emails converted into the .gov system, let her know and she will get you in contact with Ignatek.

Public CommentChairman Burlingame mentioned that there is a disconnected between the township and contractors. Silo Ridge has added a third driveway off Old 26 Rd. He instructed Steve to shut down the driveway until a permit is issued.
Administrative Assistant suggests that our ordinance should have an after the fact penalty fee for driveways. Ag access driveway on Wishing well needs to be addressed as well.
Supervisor Christensen spoke regarding the county board just approved the sale of 25 acres of prime agriculture land to Nestle Purina for storage.
Administrative Assistant Cheney attended the City of Fort Atkinson’s Fire and EMS meeting. She noted that they will be adding a 3rd EMS rig. In June the City will be drafting a 3-year contract for EMS services. The EMS services may begin before January 2023. In 2024 they will re-negotiate as the Fire Contract to include EMS services.
Chairman Burlingame asked the board if they have seen the email that the property purchased by Fort HealthCare is being annexed into the City of Fort Atkinson.
Closed Session. The Town Board will consider a motion to convene into closed session pursuant to the provisions of section 19.83 (1) of the Wisconsin State Statues for the purpose of employee(s) reviews, employee considerations and employee compensations.
Supervisors Hoffman/Brandenburg made a motion to go to closed session at 10:11pm. Adjourn Closed Session at 11:30pm.
