May 26, 2021 Meeting Minutes

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong Township to order at 6pm. The clerk verified the proper postings had been made.

Chairman Bill Burlingame, Supervisors, Walt Christensen, Jim Brandenburg, Erik Hoffman, Matt Hill, Clerk Bridget Woods, Administrative Assistant Kim Cheney present.

Announcements

Clerk Woods noted that she is getting many calls from area Towns and residents regarding the changes to Jefferson County’s ATV/UTV ordinance. She suggests that the Town should look into doing a formal statement regarding this change.

Clerk Woods noted that she received mailing from Delmore Consulting regarding their services to rate our roads.

Chairman Burlingame stated that the Fire/EMS changeover for Bingham’s Point is scheduled to begin June 1, 2021.

Supervisor Christensen mentioned the County Board Meeting is June 8 at 5:45 to 6:45 and there will be valuable information discussed during this meeting.

Supervisor Hill discussed with a resident complaint regarding the condition of the end of Vinnie Ha Ha Road. He asked for the Public Works Department to fill in the areas of concern with gravel.

Chairman Burlingame stated that he spoke with George Jaeckel to fill in the holes in the pull-off at the well on Bark River Road.

Discuss/Action to make repairs on Poeppel Road and Cold Spring Road

Superintendent of Public Works Dan Butz discussed the cost of repairs on Poeppel road. He further discussed the conditions of our section of Cold Spring Road, stating the road needs to be reconstructed and that they have begun the tree work ahead of proposed repairs.

Bid Proposals will be prepared and sent by Clerk Woods on May 26. Bids will be opened at 6:30 pm on and awarded at 7:00 pm during June 9 Town Board meeting.

Discuss/Action Roads-seal coating Oxbow Bend and other roads to be decided

Superintendent of Public Works Dan Butz noted the different types of seal coating. For the subdivisions and Oxbow Bend.

Bid Proposals for seal coating will be sent June 15, to be opened and awarded during our July 14 monthly board meeting.

Discuss/Action Increase amount of Loan for Road repairs

Chairman Burlingame noted that he spoke with Premier Bank about increasing our loan from $1.2 Million to $1.5 Million to accommodate repairs on Poeppel and Cold Spring Roads.

Supervisors Hill/Brandenburg motioned to increase loan to $1.4 Million for repairs on Poeppel Road from Star School Road to Pond Road. Motion carried.

Upon further discussion regarding the condition of our section of Cold Spring Road, Supervisors Hill/Brandenburg amended their previous motion to increase the loan to $1.5 Million to include repairs on Cold Spring Road. Motion carried.

Discuss/Action update Driveway Permit and fees

Administrative Assistant Kim Cheney presented the draft of the new Driveway Permit, and will be sent to the printer to create a triplicate form.

Supervisors Hill/Christensen motioned to change the Basic Fee Schedule for Driveway Permit to $200.00, with an additional $400 escrow. $200 is nonrefundable and a $100 fee will be assessed for each additional inspection by Town designee beyond the 2 inspections included in the $200.00 permit fee. Motion carried.

Closed Session. The Town Board will consider a motion to convene into closed session pursuant to the provisions of section 19.83 (1) of the Wisconsin State Statues for the purpose of employee(s) reviews, employee considerations and employee compensations.

Supervisors Christensen/Brandenburg motioned to convene into Closed Session at 8:10pm. Motion carried.

Supervisors Christensen/Hill motioned to return to Open Session at 9:20pm.
