November 11, 2020 Meeting Minutes
Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong to order at 7pm. The Clerk verified the proper postings had been made.
Chairman Bill Burlingame, Supervisors Matt Hill, Erik Hoffman, Walt Christensen, Jim Brandenburg, Treasurer Caitlin Kincannon and Clerk Kim Cheney present.
Public Comments
The Chairman acknowledged the observance of Veteran’s Day and thanked those in the room that had served our country. No other public comment.
Approve meeting minutes from October 7th & 8th
Supervisor Hoffman/Brandenburg motion to approve both meeting minutes as presented, motion carried.
Treasurer’s Report for October
The Treasurer presented the financial report for October. Supervisor Brandenburg/Hoffman motion to place the October Treasurer’s report on file, motion carried.
Discuss/Action Milton Fire Department contract
This item has been tabled until the November 30th meeting to allow a representative from Milton to participate in the discussion.
Discuss/Action Banker Road use
Waiting for the City to make a proposal for using the road.
Discuss/Action zoning permit charge
The agreed opinion of the Town Board is that the Town should not charge a fee to review zoning requests since the Town has no jurisdiction. The Town ordinance will need to be reviewed and discussed at a future meeting.
Review 2021 Budget draft
This will be discussed at the November 30th meeting.
Clerk’s Report
The clerk reported a record turnout for the November 3rd election at 90%.
Public Comment
Trees will be trimmed by Allen’s Creek on Poeppel Road. Public works is currently doing patch work.
Routes 2 Recovery grant program discussed. The board recommends purchasing electronic equipment to conduct zoom meetings and electronics for telecommunicating. This would include tv monitor, sound bar and camera and laptops to facilitate the meetings and an external hard drive for records. Also discussed a possible vehicle purchase and handicap bathrooms. Any unused funds could be shared with the city/county.

Supervisor Hoffman/Hill motion to approve the bills, motion carried.
Future agenda items.
Budget, Long Drive dedication, Milton FD, zoning fee changes.
Closed Session. The Town Board will consider a motion to convene into closed session pursuant to the provisions of section 19.83 (1) of the Wisconsin State Statues for the purpose of employee(s) reviews, employee considerations and employee compensations.
Supervisor Brandenburg/Christensen motion to convene in closed session at 8:30pm and include the clerk, motion carried.
Return to open session and action if any from closed session.
Supervisor Hill/Brandenburg motion to return to open session at 9:32pm, motion carried.
