November 13, 2019 Meeting Minutes

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong to order at 7pm. The clerk verified the proper postings had been made.

Chairman Bill Burlingame, Supervisors Jim Brandenburg, Walt Christensen, Stacy Kutz, George Jaeckel and Clerk Kim Cheney. The Treasurer had notified the board she would be absent.

Public Comments None at this time.

Treasurer’s Report

The clerk gave the October Treasurer’s report, prepared by the Treasurer, in her absence. Brandenburg/Jaeckel motion to put the October Treasurer’s report on file, motion carried.

Discuss/Action – Variance Request to exceed setback at N511 Pottawatomi Trl This request was withdrawn by the property owner prior to the meeting.

Discuss/Action proposed Grota Appraisers re-evaluation/market update for 2020

Assessor Ray Koscak present to discuss the current assessment valuation of the town. According to the Wisconsin Department of Revenue, property in the town is currently assessed at 81% of the fair market value. The Town has been out of compliance with DOR required assessment ratios. 2017 was 89%, 2018 was 86% and 2019 is 81%. 2020 will be the fourth year out of compliance of the 90% ratio. Grota Appraisal’s proposing a market re-valuation to bring the assessment ratio into compliance. Due to a heavy work load for 2021 they are not able to do a re-valuation in that year. They are suggesting doing the market re-valuation in 2020 at a cost of $39,000, to be paid over 2021 and 2022. With a market re- valuation in-home inspections are not required. Brandenburg/Kutz motion to approve the market re- valuation in 2020 at a cost of $39,000, to be paid half in 2021 and half in 2022. No further discussion, motion carried.

Discuss/Action to adopt 2020 budget

Supervisor Jaeckel/Christensen motion to adopt the 2020 budget as presented, motion carried.

Discuss/Action park updates and future projects

Resident Dick Wanie has proposed a cleanup of the river shoreline on Rock River Road from the fish hatchery to Bark River Road. This shoreline area is used by fisherman and has become overgrown. The shoreland is in the Town right-of-way, however the county has jurisdiction on trees in the shoreland. Possible parking on county land at the Rock River Road/Bark River Road intersection discussed. Mr. Wanie has suggested mowing and tree trimming/removal along the shoreline. Volunteers may be available to do some of the work. Permits may also be required from the DNR. The park committee will discuss this issue.

Discuss/Action public works position ad

Full and part time positions available. Job ad will be combined for full and part time positions to be published in the Daily Union, once per week for 3 weeks. No deadline for applications.

Discuss/Action use of certificates of deposit

Current status of CD’s: $106,723 term expires 7/2020 (1.8%) and $106,415 term expires 4/2020 (1.05%). Discussion of using the CD’s for public works equipment needs. Discussed keeping 2-3 months of average expenses for emergencies. Kutz suggested checking with WTA regarding mower purchases. Christensen/Jaeckel motion that the board agrees to the notion of liquidating a CD for the purpose of purchasing equipment discussed earlier and that insurance will cover said equipment. Vote 3 yes, 1 no, motion carried.

Discuss/Action MLS grant application (added 11-07-2019)

Application deadline is December 6, 2019. Agreed to apply for Old 26 Road. Public works will provide pictures and the clerk will fill out the application and provide a narrative for the board to review prior to submission.
