Public Hearing called to order by Chairperson Burlingame at 6pm. An update of the 2019 Budget was ready by the Chairperson.
No comments from the Town Board or from the Public in regards to the proposed 2019 Budget.

TOWN OF KOSHKONONG Special Meeting of the Electors November 14, 2018

The Special meeting of the electors was called to order by Chairperson Burlingame at 6:15pm. The town levy was presented. Town Elector Susan Long motioned to adopt the levy of $504,168.00, seconded by Walt Christensen. Carried. Motion made by Stacy Kutz to adjourn the meeting of the electors at 6:30pm, seconded by George Jaeckel. Motion Carried.

TOWN OF KOSHKONONG Public Hearing November 14, 2018

Public Hearing called to order by Chairperson Burlingame at 6:30pm. The notice was read by Chairperson Burlingame for the review of the proposed Town Ordinance Book. Public Comment: Bob Pizur, town resident, asked what changes were made to the Town’s Fireworks Ordinance. Chairperson Burlingame explained that the only major change was that the Sales of Class C fireworks was removed. Only organizations would be allowed, by permit to have or shoot off Class C fireworks in the Town of Koshkonong. Sup. Christensen further explained that the town opted to use the same language as the state statutes in regards to who can apply for a fireworks permit. The elimination of the sale of Class C fireworks was due to the difficulty to enforce regulations of sales, possession, and shooting off of Class C fireworks and the responsibility put on the clerk for the issuance of permits.

Town resident Susan Long inquired about the Town Lighting Ordinance and any potential changes. It was discussed by Mrs. Long and the Town Board members that the requirement of having a motion control sensor installed was the major change in this ordinance. The rest of the regulations in regards to shielding the light and hours did not change. Mrs. Jolene Wedl asked if the recent agreement between Mr. and Mrs. Long and herself (Mrs. and Mr. Wedl) would still stand until the tree came down. Which the Town Board acknowledged it would.

Sup. Brandenburg stated his opinion that the lighting ordinance should be eliminated and that neighbors should work such issues out.

Jolene Wedl asked if LED lights could be added to the ordinance for additional clarification on holiday lights. She stated that parts of the ordinance seemed out of date by leaving LED lighting out.

Sup. Christensen stated that the original purpose of the ordinance was to regulate problems residents were having with other residents harassing them with lights by shining direct lights on to other properties, as well as preservation of “Dark Sky”. The ordinance was modeled after other communities’ ordinances. He also indicated that it is difficult to determine the number of lumens put off which is why they also require shielded light. Mrs. Wedl asked how many other Jefferson County municipalities have a lighting ordinance and Sup. Jaeckel answered “no” Mrs. Wedl felt the board should either eliminate it or include more information in the ordinance for clarification and enforcement. Mrs. Long stated that she felt the town did need to have lighting regulations. Sup. Christensen will review the proposed ordinance draft and try to simplify it.

TOWN OF KOSHKONONG Town Board Meeting November 14, 2018

The Town Board meeting was called to order by Chairperson Burlingame at 7:30 pm The clerk verified that the proper postings had been made.

Members of the Town Board present: Chairperson Bill Burlingame, Supervisors Jim Brandenburg, Walt Christensen, Stacy Kutz, George Jaeckel, Treasurer Donna Miller, Deputy Clerk Robin Untz and Kim Cheney, Clerk

PUBLIC COMMENTS: none

Brandenburg/Christensen motioned to move agenda item #6 before item # 5, carried.

Discuss/Action of request for variance made by John Lemke for N & M Lemke Trust to create an approximately 3.2-acre building site using an existing private right of way to State Road 106.

Kutz/Brandenburg motioned to approve the variance with the condition that the existing drive and initial section of driveway is shared access for the remaining farmland. Motion carried.

Discuss/Action of request for preliminary survey review to create an approximate 3.2-acre residential building site in an existing R2 zone. Access to State Road 106 on an existing private 33ft right-of-way with an additional 33ft to be quired by the purchaser. Access requires a variance Property address W5273 State Road 106, parcel #016-0614-3633-003

Jaeckel/Kutz motion to approve the preliminary survey for the 3.2-acre residential building site in an existing R- 2 zone. Motion carried. It was recommended that the property owner consider turnouts on driveway for emergency vehicles due to its length.

Discuss/Action of Final Plat Review for Koshkonong Lake Estates Subdivision Christensen/Jaeckel motion to postpone a decision on the final plat review for the Koshkonong Lake Estates Subdivision. Motion carried by majority vote 4-1.

Discussion included the Town Engineer, Tim Hayes and a third-party expert, Dan Anderson of PSI who addressed the road construction design at length. It was noted by Sup. Kutz that the Town Plan Commission voted down the final plat submitted by Patterson due to the lack of a signed Developer’s Agreement, the request of language to be added to the final plat regarding maintenance of the public areas and on the recommendation of the Town Attorney. The Town Board noted that to date, Patterson has not complied with any of the requirements as outlined by Town Ordinance and the Town Engineer. The Town Board agreed to allow until November 28th for submission of the required documents as outlined in the Town Engineer’s two previous letters. A letter will be submitted to Patterson on this matter immediately to provide him with the deadline of submission as well as instructions as to what the Town still requires.

TREASURER’S REPORT: Kutz/Jaeckel motion to put the Treasurer’s Report on file. Motion Carried.

APPROVAL OF MINUTES: Christensen/Jaeckel motion to approve the October 17& 22, 2018 minutes. Motion carried.

Clerk’s Report: Town property owner, Duane Alexander, has submitted a written request for reimbursement for a damage skid steer tire due to a road culvert that punctured it.

Approve bills: Jaeckel/Kutz motion approve the monthly bills with the correction of Sup. Kutz’s conference expense reimbursement.
