November 16, 2022 Meeting Minutes

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong to order at 7:05pm, following the special elector’s meeting. The Clerk verified the proper postings had been made.

Chairman Bill Burlingame, Supervisors Jim Brandenburg, Walt Christensen, Erik Hoffman, Matt Hill, Treasurer Caitlin Kincannon and Clerk Kim Cheney present.

Appoint interim clerk

Supervisor Hill/Hoffman motion to appoint Kim Cheney as Interim Clerk due to the administrative leave of the appointed clerk. Motion carried.

Public comment

Resident Vince Kent commented on the Town debt ratio. He thought it was “impressive”.

Approve meeting minutes from October 12th & 17th

Supervisor Hoffman/Hill motion to approve the October 12th & 17th meeting minutes as presented, motion carried.

October Treasurer’s Report

Supervisor Brandenburg/Christensen motion to place the October Treasurer’s Report on file, motion carried.

Discuss/Action request for a driveway variance at N1701 Riggert Road

Property owner Steve Lenz present. Current driveway is approximately 65 feet, concrete, and gravel. Town ordinance limits driveways to 26 feet. Supervisor Hoffman/Brandenburg motion to approve 30 feet of concrete on the main driveway and remove the existing gravel and create a 2nd driveway further to the north. A $200 permit fee will be assessed and a $75 variance fee. No further discussion, motion carried. The clerk will send this in writing to Mr. Lenz.

Discuss/Action Municipal Court/Constable

The Chairman met with the Oakland Police Chief Jerry Hafferman regarding contracting with Oakland for constable services. Chief Hafferman discussed this with the Town of Oakland, and they have declined to offer services as they are short on manpower. No further discussion/action.

Discuss/Action request to rezone from A1 to A3 to create a 1.17-acre residential lot from parcel 016- 0514-3641-001 along Old Highway 12

Property owner Scott Kowalski, and spouse, present to explain their request for a proposed residence. Supervisor Hoffman/Brandenburg motion to approve this request. No further discussion, motion carried.

Discuss/Action 2023-2025 proposed Fort Atkinson Rural Ambulance Agreement

The City of Fort Atkinson will now be providing ambulance service to the Town residents. Supervisor Hoffman/Hill motion to approve the contract as presented, motion carried.

Discuss/Action appoint Engineering services for proposed Aqua Investments development

Two proposals were reviewed for engineering services on Vince Kent’s proposed development. Mr. Kent was also present during this discussion. Town & Country Engineer’s proposed an hourly fee for this basic review. General Engineering quoted approximately $4000-$5000 for the review. Supervisor Hoffman/Brandenburg motion to approve Town & Country’s proposal for this development. Motion carried.

Discuss/Action mower purchase and financing for 2023

Sale of the current mower and purchase of a new John Deere 6120 mower discussed. Supervisor Hoffman/Hill motion to purchase the John Deere 6120, not to exceed $200,000 including the tractor, boom, rotator and extra knives, rotary mower and real flair. Motion carried.

Supervisor Hoffman/Hill motion to obtain a loan from Premier Bank for $200,000 at an interest rate of 4.42% and a 5-year term. Motion carried.

Supervisor Hill/Brandenburg motion to obtain a loan from Premier Bank for $224,000 at an interest rate of 4.25% and 5 year term to cover the 2023 operational deficit. Motion carried.

Discuss/Action Reconvene Plan Commission

The clerk will be looking for Plan Commissioners. The board has appointed Supervisor Christensen as the board liaison.

Discuss/Action Clean Sweep donation

Supervisor Hill/Hoffman motion to approve a $250 donation to the Jefferson County Clean Sweep Program. Motion carried.

Approve Bills

Supervisor Brandenburg/Hill motion to approve the bills as presented. Motion carried.
