November 22, 2021 Meeting Minutes

*This meeting began immediately following the Special Electors Meeting*

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong Township to order at 6:13 pm. The clerk verified the proper postings had been made.

Chairman Bill Burlingame, Supervisors Walt Christensen, Jim Brandenburg, Erik Hoffman, Matt Hill. Clerk Bridget Woods, Administrative Assistant Kim Cheney and Treasurer Caitlin Kincannon present.

Supervisors Hill/Brandenburg made a motion to move items 3 and 6 of the agenda to the end of the agenda. Motion carried.

Approve meeting minutes from October 13

Supervisors Hill/Christensen made a motion to record minutes as presented. Motion carried.

Treasurer’s Report

Supervisors Christensen/Hill made motion to accept Treasurer’s Report on file.

Discuss/Action Request for variance to allow for lot line adjustment between 2 substandard lots that are zoned R-2 located at N1102 Vinnie Ha Ha Road-PIN# 016-0513-2442-002.
Moved to end of agenda.

Discuss/Action 2022 Milton Fire Contract

Supervisors Brandenburg/Hill made a motion to approve the Town fire contract with Milton Fire Department for Thiebeau Point. Motion carried.

Discuss/Action Boat Safety Patrol violation tickets vs warnings

Chairman Burlingame discussed the need for the Safety Patrol to issue more tickets for violations and less warnings. This will give more protection on the water.

Supervisor Brandenburg suggests that the Boat Safety Patrol should enforce Town ordinances. Supervisor Brandenburg will discuss this issue at the next Boat Safety Patrol Meeting on December 1.

Supervisor Christensen would like to see a comparison with other Boat Safety Patrols and what violations are ongoing.

Discuss/Action Johnson Block payroll service

Kevin Krysinski is present via Zoom to discuss their proposal for payroll services.
Supervisors Hoffman/Hill made a motion to table this until the December 8th meeting when more information will be available. Motion carried.


Review 2022 Budget Draft

Chairman Burlingame mentioned that the Highway department needs a trailer to haul equipment. Supervisor Brandenburg suggests to look into an enclosed trailer to hold equipment. Supervisor Hoffman suggests to look into expanding the shop space to accommodate social distancing during elections. (ARPA funds)

Carryover from last year’s budget will be allocated into Capital Outlay.

Supervisor Christensen will speak with Park Committee regarding available park funds.

Supervisors Hoffman/Hill made motion to return to item 6 on the agenda. Motion carried.

Property owners Neil and Angela Mau are present to request a variance for lot line adjustment.

Supervisors Hoffman/Brandenburg made a motion to allow a variance for lot line adjustment between 2 substandard lots that are zoned R-2 located at N1102 Vinnie Ha Ha Road. Motion carried.

Clerk’s report

Clerk Woods stated that the December 8th meeting will begin at 6:30 for the Budget Public Hearing with the monthly meeting to immediately follow. Zoning permit listing is included in board member packets for review.

The Town Board has been invited to the Whitewater Fire Department’s contract renewal meeting. Supervisors Hill and Hoffman asked if meeting was available via Zoom. Clerk Woods will send a request and will notify board members when the link is available.

Approve Bills

Supervisors Brandenburg/Hoffman made a motion to pay the bills. Motion carried.

Public Comment

Chairman Burlingame spoke about broadband.
Clerk Woods mentioned that the Town is on the list to get StarLink. The tentative date for roll out of service is now Fall 2021. She will watch for updates.

Supervisor Christensen stated that Jefferson County is becoming concerned regarding ATV/UTV use on county roads. Chairman Burlingame said that there is a lot of ATV/UTV and golf cart use on Blackhawk Island Road. Supervisor Brandenburg stated that the ATV/UTV clubs should be policing their members more and feels that club members ATVs should be registered yearly with the clubs. Supervisor Christensen mentioned that he will ask the Safety Committee on how ATV/UTVs are policed during their next committee meeting.

Chairman Burlingame suggests to board members to call the Wisconsin Towns Association and ask questions. They are a great resource.
