November 4, 2021 Meeting Minutes

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong to order at 6:00pm. This meeting was also broadcast via Zoom, with one attendee.

Chairman Bill Burlingame, Supervisors Jim Brandenburg, Walt Christensen, Erik Hoffman, Matt Hill and Administrative Assistant Kim Cheney. Clerk Bridget Woods was absent due to illness.

Discuss/Action DNR public access request on Bark River Road
DNR is proposing a public access on property obtained by the DNR due to flooding issues. This is a joint venture between the DNR and state, city of Fort Atkinson, Town of Koshkonong and Jefferson County. The DNR will be constructing and maintaining the access. Supervisor Hoffman/Christensen motion to approve the request from the DNR and the Implementation Plan. No further discussion, motion carried.

Discuss/Action request from H&M/Pond Hill Diary to install a culvert under Star School Road and Grogan Road for manure lines.
Jason Hoesly, partner in H&M, present to explain the request to bore under Star School Road and Grogan Road for a 12 inch plastic culvert to run manure lines to the waste site. No disturbance to the road. Supervisor Hill/Brandenburg motion to approve the request and H&M to accept all responsibility for construction/maintenance of the culvert and any damage caused by the culvert. No further discussion, motion carried.

Discuss 2022 Budget Draft
First draft of 2022 budget reviewed. No action taken at this time. Budget will be finalized in December. Levy limit to be approved on November 22, at a special electors meeting.

Discuss/Action Koshkonong Lake Estates Developers Agreement
Issues with developer not following the Developer’s Agreement discussed. Specifically with property elevations and grading. One property attended by Zoom, also has concerns regarding drainage issues.

Discuss/Action services for grading & drainage evaluations in Koshkonong Lake Estates
The Town Engineer, Tim Hayes, has proposed using a service to evaluate the grading on properties in Koshkonong Lake Estates. The developer is not allowing the engineer on the properties, therefore the engineer has proposed using a drone service to evaluate the elevations. A proposal from Ruekert-Mielke reviewed using aerial digital photography to evaluate the as-built topography to compare to the approved grading plan. Supervisor Hill/Christensen motion to authorize the Town Engineer to use professional services to obtain grading evaluations at the cost to the developer. No further discussion, motion carried unanimously. A letter will be sent to the Town’s Building Inspector that no new building permits will be issued until these issues are resolved.

Discuss/Action to postpone November 10th
The Chairman suggested the regularly scheduled monthly board meeting be postponed to November 22 to coincide with the Special Electors Meeting. Chairman Burlingame/Christensen motion to postpone the November 10th meeting to November 22 with notice. Motion carried.
