October 10, 2023 Meeting Minutes

This meeting was broadcast and recorded by ZOOM, there were no attendees.

Chairperson Kim Cheney called the meeting of the Town Board of Koshkonong to order at
7:00 PM. The Clerk verified the proper postings had been made.

  1. Public comment–agenda items only. No other audience comment allowed.
  2. Approve meeting minutes from September 13
    Supervisor Jaeckel motioned to approve the September 13 meeting minutes.
    Seconded by Supervisor Brandenburg.
    No further discussion, all in favor. Motion carried.
  3. September Treasurer’s Report
    Treasurer presented the September Treasurer’s Report.
    Supervisor Hill motioned to approve the September Treasurer’s Report.
    Seconded by Supervisor Jaeckel.
    No further discussion, all in favor. Motion carried.
  4. Discuss/Motion of proposed golf cart ordinance draft
    The Chairperson is waiting for a response from the attorney regarding the drafted golf cart
    ordinance. The matter is tabled.
  5. Discuss/Motion new shop addition insulation & rebar – amended 10/10/2023
    Supervisor Erik Hoffman conferenced in by phone for discussion on the new shop addition
    insulation. Dan Butz explained rebar and grout were not initially put in the proper spots. There is
    no insulation of the new fire wall and old exterior shop wall, and a lot of condensation is coming
    in.
    Chairperson Cheney motioned that we accept the engineer signoff, require injected foam
    insulation into the entire block wall and remove the outside steel around the perimeter to inject
    foam insulation.
    Seconded by Supervisor Hill.
    No further discussion, all in favor. Motion carried.
  1. Discussion only of possible future road work
    Information of past road work done presented. Board discussed roads that are in bad shape. A
    resident request of Oxbow was discussed. Chairperson explained the different grants we could
    apply for. Chairperson suggested applying for the AGRIP & TRID grants for as many roads as
    we can, including Old 26, Carnes, McIntyre, Curtis Mill, Meske, and Buckingham.
  2. Discuss/Motion LRIP application consideration – amended 10/9/2023
    Supervisor Hill motioned to apply for the LRIP for Oxbow for a mill & overlay.
    Seconded by Supervisor Brandenburg.
    No further discussion, all in favor. Motion carried.
  3. Schedule November Elector’s meeting and monthly Board meeting
    Chairperson explained that we will not have our levy amount ready at the regularly scheduled
    meeting date of November 8, 2023. It was suggested to schedule the elector’s meeting and
    reschedule the monthly board meeting, both to November 15, 2023, at 7PM.
  4. Continue review of 2024 budget draft
    2024 proposed budget overview discussed. Board will meet October 18, 2023, at 6PM, for a
    budget workshop for further review. A quorum notice will be posted.
  5. Public Works Report
    Public Works Superintendent Dan Butz present, reported on the following:
  • Trying to get hot patching done before cold weather comes
  • Roadside mower has been out
  • Continuing tree work

Chairperson advised the Town received a DNR violation for work done on Star School Road.
We are currently working through the process and a solution.

    Clerk presented bills report.
    Supervisor Hill motioned to approve the bills as presented.
    Seconded by Supervisor Jaeckel.
    No further discussion, all in favor. Motion carried.
  2. Clerk’s Report
  • New phone was purchased for the Town, due to current phone no longer working
    properly
  • We utilized Allison with Code Enforcement to send a letter to a vacant property on
    Vinnie Ha Ha to do some weed cleanup, property owner complied
  • DOT has requested to rent the Town Hall on November 8, 2023, to present public
    information on an upcoming project at the intersection of Highway 106 & County Road
    N. With the rescheduling of the monthly board meeting to November 15, Clerk will
    advise DOT they may use the Town Hall November 8

  1. Public comment
    Supervisor Jaeckel advised Jefferson County has presented their budget, it should be down 11
    points with the mill rate
    Supervisor Brandenburg attended boat patrol meeting this month. Emergency services were
    utilized on someone having a medical event.

  3. Consider motion to convene into closed session pursuant to the provisions of section
    19.85(1)(f) of the Wisconsin State Statutes to review sensitive information in regards to a
    contractual agreement

    Supervisor Hill motioned to convene into closed session at 8:52 PM, and to include the Clerk,
    Treasurer, and Dan Butz.
    Seconded by Supervisor Jaeckel.
    No further discussion, all in favor. Motion carried.
  4. Motion to reconvene into open session
    Supervisor Hill motioned to reconvene into open session at 9PM.
    Seconded by Supervisor Jaeckel.
    No further discussion, all in favor. Motion carried.

    Supervisor Jaeckel motioned to adjourn at 9:01 PM.
