October 13, 2021 Meeting Minutes

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong Township to order at 7:00 pm. The clerk verified the proper postings had been made.

Chairman Bill Burlingame, Supervisors Walt Christensen, Jim Brandenburg, Erik Hoffman, Matt Hill. Clerk Bridget Woods, Administrative Assistant Kim Cheney and Treasurer Caitlin Kincannon present.

The meeting was also provided virtually via Zoom. Four residents were in attendance. See list at end of minutes.

Public Comments-No public comments.

Approve meeting minutes from September 8
Supervisors Brandenburg/Hoffman made a motion to approve the minutes. Motion carried.

Treasurer’s Report
Supervisors Brandenburg/Hoffman made a motion to approve the September Treasurer’s Report. Motion carried.

Supervisors Christensen/Brandenburg made a motion to return to Public Comment section of agenda. Motion carried.
Resident John Kutz states that his concrete driveway should not be an issue with plowing of the road.

Supervisors Christensen/Brandenburg made a motion to return to agenda as listed. Motion carried.

Discuss/Action driveway issue located at N1544 Poeppel Road
Resident Brian Coy is present via Zoom. Regarding concrete driveway to the edge of the road. The Board requests that the resident to ask for a variance in writing.

Supervisor Hill suggests to amend the ordinance to state any concrete driveways that require a portion to be removed for roadway repairs will be replaced with asphalt. No action taken.

Discuss/Action variance request for driveway located at N1695 Bramble Bush Lane.
Resident Tom Williamson is present via Zoom. Regarding concrete driveway to the edge of the road. The Board requests that the resident to ask for a variance in writing. No action taken.

Discuss/Action request for fence variance for back yard fence to be 9 ft at W5979 Friedel Lane
Resident Stephen Johnson is not present. Item was not discussed.

Discuss/Action Rock Road Companies solution to repair paving on Poeppel Road and Cold Spring Road. (Added to agenda 10-11-2021)
Mike Marquette is present for Rock Road Companies, Inc to discuss “chattering” on finished Poeppel and Cold Spring Roads. He feels that the chattering will smooth out over time in the travel lanes and suggests possibly using rubber roller in the spring if necessary. It was agreed that Rock Road Companies, Inc will look at the roads by July 1 and determine if repairs are needed.

Chairman Burlingame requests a letter from Rock Roads Companies, Inc stating they will look at the roads by July 1 and agree to make any necessary repairs. No motion made.

Discuss/Action Variance ordinance
Supervisors Hill/Hoffman made a motion to adopt the draft of the Variance Ordinance to create special exceptions. Motion carried.

Discuss/Action Addition of a fee for Variance ordinance added to Fee Schedule
Supervisors Hoffman/Hill made a motion to set a non-refundable fee of $75 for a variance request. Motion carried.
Items 6 and 7 of this agenda will be approved once the variance ordinance is implemented. Brian Coy (6) and Tom Williamson (7) will submit a written request for the variances discussed above.

Discuss/Action Redistricting resolution
Supervisors Christensen/Hoffman made a motion to adopt the 2021-1013 resolution. Motion carried.

Discuss/Action Review Winter Maintenance Policy
Supervisors Hoffman/Hill made a motion to maintain current policy. Motion carried.

Clerk’s report
Clerk Woods mentioned that she attended the WTA Convention this month. Also stated that permits need to be posted on the job sites in a visible area.

Public Comments was moved up in the agenda due to Rep. Vruwink being present.
Rep Vruwink spoke about driveways, changes is the Milton Fire District, State Budget and Highway projects.

Chairman Burlingame mentioned that the Bark River Road access near the fish hatchery is being worked on by the DNR.

Resident Susan Long present via Zoom mentions that the sound has a lot of echoing.

Approve Bills
Supervisors Hoffman/Christensen made a motion to pay the bills. Motion carried.

Stop sign at intersection of Hackbarth Rd and Endl Blvd.

Return to Public Comment.
Chairman Burlingame spoke about meeting the he and Kim Cheney attended with the county. Due to lack of staff, the county is having difficulty enforcing violations.

Adjournment.
Supervisors Hoffman/Christensen made a motion to adjourn at 9:24 pm. Motion carried.
