October 17, 2018 Meeting Minutes

The Town Board meeting was called to order by Chairperson Burlingame at 7:00 pm The clerk verified that the proper postings had been made.

Members of the Town Board present: Chairperson Bill Burlingame, Supervisors Jim Brandenburg, Walt Christensen, Stacy Kutz, George Jaeckel, Treasurer Donna Miller, Deputy Clerk Robin Untz and Kim Cheney, Clerk

PUBLIC COMMENTS: none
TREASURER’S REPORT: Jaeckel/Kutz motion to put the Treasurer’s Report on file. Motion Carried. APPROVAL OF MINUTES: Kutz/Jaeckel motion to approve the Sept. 12, 2018 minutes. Motion carried.

Discuss/Action of request for a 5K event made by Sarah Moore, of Crown of Life Academy to be held through the Mush Ko Se Day Park and on adjoining town roads: Jaeckel/Christensen motion to approve the request with the provided routes. Motion Carried.

Discuss/Action of request for ATV Route on Cold Spring Road. Jaeckel/Brandenburg approved Resolution 2018-1017 for the creation of a temporary ATV Route on Cold Spring Road. Motion Carried. The Jefferson County Sheriff’s office will receive notice of the creation of the route.

Kutz/Christensen motioned to return to agenda item #7. Motion Carried.

Discuss/Action of request made by Richard and Joyce Howe for a variance of the driveway ordinance for a second driveway onto Bramble Bush Lane. Jaeckel/Kutz motion to approve the request for the second driveway. Motion carried.

Discuss/Action of mowing of retention ponds in Twin Knolls Subdivision: Kutz/Jaeckel motion to have the Town’s Public Works Department clear debris if time allows from the retention ponds and the property owners of Twin Knolls Subdivision shall have until March 2019 to create a Home Owners Association. Motion carried.

Discuss/Action of Enbridge Road Agreement for Kunz Rd. Jaeckel/Brandenburg motion to approve the Road agreement for Kunz Rd with Enbridge. Motion carried.

Discussion of Wheel Tax Consideration: Jaeckel/Brandenburg motion to table the discussion on wheel tax. Motion carried. Discussion included information shared by town resident Julie Butz which she gained through a class she attended. It costs the town 17 cents to process the wheel tax per registered qualifying vehicle, the town determines the amount of the wheel tax and for how long it is collected. All revenue collected on a proposed wheel tax is required to be used for transportation related expenses. Questions arose in regards to the accuracy of the MV1 applications begin filled out correctly and how much would it cost the town to borrow the same amount of money rather than assessing the wheel tax.

Discuss/Action of Driveway Culverts on Koshkonong Mounds Road. Brandenburg/Christensen motioned to adsorb the costs of the 4 driveway culverts and install on Koshkonong Mounds Road. Motion carried. It was determined that the culverts were not included in the road project 2017 as part of the drainage plan when they should have been.

Discuss/Action of Consolidation Agreement for Recycling with Town of Sumner. Kutz/Brandenburg motion to approve the Consolidation Agreement for Recycling with Town of Sumner. Motion carried.

Clerk’s Report: WTA has a new website with log in information to be shared with Town Board members. And the Town received notice that the compufort email address will be eliminated in a few months and the Town will need to establish a new general email account. The City of Fort Atkinson’s Fire Contract extension will need be reviewed in November.

Brandenburg/Kutz motion to suspend the order of the agenda at #15 Approval of Bills, and switch to item # 16 Public Comment. Motion Carried.

Public Comment: Representatives from the Whitewater School District provided information about the operation referendum and the Districts Achievements.

Kutz reported that the Wisconsin Town’s Association Convention will be held in Wisconsin Dells at the Kalahari next year and that this year there was a good presentation about WISLR explaining the road rating scales.
Christensen reported that the County’s Budget Book is available and that the County mill rate has gone down.

Brandenburg/Jaeckel motioned to return to the regular order of the agenda at #15 Approve Bills. Motion carried. DISCUSS/ACTION TO APPROVE BILLS: Brandenburg/Jaeckel motion to approve the monthly bills. Motion carried.

FUTURE AGENDA ITEMS: Special Elector meeting to approve the levy, Public Hearing for Ordinance Book, Adoption of budget,

Closed session. The Town Board will consider a motion to convene into closed session pursuant to the provisions of section 19.83 (1) of the Wisconsin State Statutes for the purpose of employee considerations and employee compensations and employee review. Brandenburg/Christensen motioned to convene into closed session. Motion carried.

Jaeckel/Brandenburg motion to re-convene into open session. Motion carried.

Kutz/Jaeckel motion to increase employee Donna Miller annual wage to $7,500 starting October, 2018 to renew in September of 2020. Motion Carried.
