October 18, 2022 Meeting Minutes

The Chairman called the meeting of the Town Board of Koshkonong to order at 1:00pm. The Administrative Assistant verified the proper postings had been made.

Chairman Bill Burlingame, Supervisors Jim Brandenburg, Walt Christensen, Matt Hill, and Administrative Assistant Kim Cheney present. Supervisor Erik Hoffman had notified the board he would be absent.

Discuss/Action preliminary consult with Town Attorney and developer for a proposed condo plat at W7498 Koshkonong Mounds Road
Town Attorney William Cole present and developers Vince and Linda Kent also present. Attorney Cole indicated there is limited plat review in a condo development. A storm water plan will be required and will need to connect to the recently installed drainage system. The Town will need to get an engineer and reconvene the Plan Commission to be prepared when the actual preliminary plat is submitted. The developer may submit the plat in later December or early January.

The next steps will be to have an informal meeting with the developer to discuss a developer’s agreement. Mr. Kent has submitted a redlined copy of a draft agreement. This will be discussed at a meeting on November 14, 2022, at 1:00pm in the town hall. A quorum notice will need to be posted.

Discuss/Action request for a conditional use permit to allow for 10 duplex buildings at W7489 Koshkonong Mounds Road on an existing R-2 zoned parcel.
A conditional use permit is required on this property to allow for multi family dwellings per county zoning. Supervisor Hill/Brandenburg motion to recommend approval of the conditional use permit request to Jefferson County Zoning conditional upon compliance with Chapter 490 of the Town of Koshkonong Code as it applies to a condo plat, bi-laws for the development, approved developer’s agreement, payment of all fees and escrow established. Motion carried, unanimously.
