October 8, 2025 Meeting Minutes

This meeting was broadcast and recorded by ZOOM; there were 2 attendees.

1. Call to order and verification of public meeting
The Chairperson called the meeting of the Town Board of Koshkonong to order at 7:00 PM, and the Clerk verified the proper postings had been made.

2. Pledge of Allegiance
The Pledge of Allegiance was recited.

3. Chief Reports

  • Chief Peterson with the Fort Atkinson Fire Department present; presented FAFD 2026 Budget Presentation.
  • Assistant Chief Ryan Dion with the Whitewater Fire Department present; provided WFD report and 2026 contract estimates.

4. Public comment – agenda items only. No other audience comment allowed.

  • Samuel Karns
    Newly elected Whitewater Superintendent Samuel Karns introduced himself, spoke about Whitewater School District goals.
  • Linn Duesterbeck, N754 Waubunsee Trl
    Concerned with seaplane activity on Lake Koshkonong.

5. Approve September 2025 meeting minutes
Supervisor Jaeckel motioned to approve the September meeting minutes.
Seconded by Supervisor Brandenburg.
No further discussion, all in favor. Motion carried.

6. Approve September 2025 Treasurer’s Report
Supervisor Jaeckel motioned to place the September’s Treasurer’s Report on file.
Seconded by Supervisor Hoffman.
No further discussion, all in favor. Motion carried.

7. Discuss/Motion South Main Street path with road construction
The City of Fort Atkinson is planning to redo their portion of South Main Street and include a path. The Township owns a short portion of the south end of South Main Street before it ends at Hackbarth Road. Andy Burt, City of Fort Atkinson City Engineer, discussed estimates with Board. Board will table decision on project concerning the Town’s portion of South Main Street after considering estimates into building our 2026 budget.

8. Discuss/Motion Koshkonong Mounds Road chip seal
Correspondence from Fahrner received after Town made partial payment on chip seal project on Koshkonong Mounds Road. Board discussed project and response.
Supervisor Hoffman motioned to pay the balance of the Fahrner project.
Seconded by Supervisor Jaeckel.
No further discussion, all in favor. Motion carried.

9. Discuss/Motion seaplane on Lake Koshkonong
Chair has spoken to all four other Townships bordering the lake, as well as the Lake District, and none were interested in taking action.
Supervisor Hoffman motioned to table the discussion on a potential ordinance and its cost to next month.
Board had further discussion on costs, enforcement, and community opinion. Chair will seek quote from attorney on doing an ordinance.
Seconded by Supervisor Hill.
3 votes aye, 2 votes nay. Motion carried.

10. Discuss/Motion tree removal on Town property on Vinnie Ha Ha
There is a tree on Town property that is dead and being held together by a chain. Board discussed if it poses a threat. Board will collect tree removal quotes.

11. Discuss/Motion Humane Society contract renewal proposal
First year of contracting with Jefferson County Humane Society for animal control needs has gone well. Renewal contract price discussed.
Supervisor Jaeckel motioned to approve the 2026 proposed contract with the Jefferson County Humane Society.
Seconded by Supervisor Hill.
No further discussion, all in favor. Motion carried.

12. Discuss/Motion recycling cooperative agreement with Town of Sumner resolution
Resolution draft to continue intergovernmental agreement with Town of Sumner on recycling cooperative agreement discussed.
Supervisor Hoffman motioned to approve the resolution as presented.
Seconded by Supervisor Hill.
No further discussion, all in favor. Motion carried.

 

13. Discuss/Motion Town building inspector
We have been notified that our current building inspector will be separating from the position.
We will remain with Lake Mills and their contracted building inspector, possibly revisit and put out a request for proposals in December.

14. Public Works report & projects
Public Works Supervisor Lucas Buckingham provided report and updates. Supervisor Jaeckel inquired on mowing tractor; it is still being worked on. Supervisor Hoffman asked about sign replacement activity, and about a clogged culvert on Bark River Road. Poeppel tree discussed.

15. Approve Bills
Report presented with approved remaining balance payment to Fahrner.
Supervisor Hoffman motioned to approve the bills as presented.
Seconded by Supervisor Jaeckel.

16. Clerk’s Report

  • Flowers were sent to Jane McIntyre on behalf of the Town of Koshkonong as condolences for the passing of longtime resident Bob McIntyre. A thank you card from Jane was shared with the Board
  • Clerk and Chair had meeting with GFL account rep and operations staff to discuss recent issues
  • Clerk attended inaugural Wisconsin Elections Commission conference; learned about Badger Book updates, Election Day case studies, pollworker training, machine technology, voter database, and attended a USPS keynote session
  • Letter sent to owner of vacant lot on Long Drive for overgrown lawn after receiving complaint
  • Reminded Board of upcoming budget workshops on 10/15 & 10/22 at 6PM. Dates subsequently changed to 10/21 & 10/22 at 6PM

  • Supervisor Jaeckel briefed on Jefferson County budget coming in, pending approval

 

20. Motion to convene into closed session. The Town Board will consider a motion to convene into closed session pursuant to the provisions of section 19.85(1)(c) of the Wisconsin State Statues for the purpose employment considerations
Supervisor Hoffman motioned to convene into closed session at 9:36PM and include the Clerk & Public Works Supervisor.
Seconded by Supervisor Jaeckel.
