The Chairman called the Town of Koshkonong Public Hearing to order at 7:00pm. The purpose of the public hearing is to hear public comments on the application for a Class B liquor license for Bingg’s LLC, N416 Twinkling Star Road, Whitewater, Ed Gaggioli Agent. The chairman called for public comment three times, no public comment was made. The chairman closed the public hearing at 7:01pm.

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong to order at 7:01pm. The clerk verified the proper postings had been made with the exception of the Daily Union. The Daily Union notified the Town that the original request to post the agenda was not published on the requested date due to their error.
Chairman Bill Burlingame, Supervisors Jim Brandenburg, Walt Christensen, Stacy Kutz, George Jaeckel, Treasurer Caitlin Kincannon and Clerk Kim Cheney present.
Public Comments – None at this time.Approve meeting minutes from the September 11th & 23rd meetings.
Supervisor Jaeckel/Brandenburg motion to approve the September 11th & 23rd meeting minutes as presented, motion carried.
Treasurer’s Report
The Treasurer gave the September financial report. Supervisor Brandenburg/Jaeckel motion to place the September Treasurer’s report on file, motion carried.
Discuss/Action request for a Class B Beer & Liquor License for Bingg’s LLC
Agents/owners Ed Gaggioli and Chrissy Gaggioli present to explain their request. They have recently purchased the old Saxe bar/restaurant and are in the process of remodeling etc. Want to re-open shortly as a restaurant and serve alcohol. Application and fee has been received by the clerk and publication requirement fulfilled. Supervisor Christensen/Brandenburg motion to grant the Class B beer and liquor license, no further discussion, motion carried.
Discuss/Action regarding garbage and bulk service
The chairman reported instances where bulk garbage has been sitting out too long and too much bulk put out. Per Badgerland Disposal they would support a sticker/notice regarding this issue. Supervisor Christensen/Jaeckel motion to authorize the clerk to look into a sticker to be available to all supervisors up to $150 in costs. Motion carried.
Discuss/Action 2020 road work and grant applications
Roads considered for possible grant – Hackbarth, Curtis Mill, Koshkonong Lake Road, Old 26. The board agreed on Old 26 from Koshkonong Mounds Road north to the new section to apply for the MLS grant. The clerk will contact some engineering firms to get estimates to use for the application process. Supervisor Christensen/Brandenburg motion to authorize the clerk to contact 2 engineering firms for a consultation. Motion carried.
Discuss/Action resolution for building permit/deposit
Discussion regarding a deposit with a new house building permit to cover possible road damage during construction. Supervisor Jaeckel expressed opposition. No action taken.
Discuss/Action amend ordinance chapter 432 regarding driveway permits
An updated driveway permit application needs to be developed. Suggestions include an increase to the current fee to $300 to cover costs for inspections and administration etc or keep the current fee as is and add a charge of $100 for each additional site visit required. The clerk will develop a draft application and the fee will be determined at that time. No formal action taken.

Discussion regarding a recent cyber security presentation in the area.
Public Comment
Supervisor Christensen reported that a draft of the county budget is available. There is a possible mill rate decrease in the draft.
