1. Call to order and verification of public meeting
The Chairperson called the meeting of the Town Board of Koshkonong to order at 7:00 PM, and the Clerk verified the proper postings had been made.

5. Approve August 2025 meeting minutes
Supervisor Hill motioned to put the August 2025 meeting minutes on file.Seconded by Supervisor Jaeckel.No further discussion, all in favor. Motion carried.
6. Approve August 2025 Treasurer’s Report
Treasurer Grulke presented August 2025 Treasurer’s Report.Supervisor Jaeckel motioned to put the August 2025 Treasurer’s Report on file.Seconded by Supervisor Brandenburg.No further discussion, all in favor. Motion carried.
7. Discuss/Motion FAFD contract proposal
Contract proposal has been reviewed by the other associated municipalities and the attorney.Supervisor Jaeckel motioned to approve the fire/EMS agreement from the City of Fort Atkinson.Seconded by Supervisor Hill.No further discussion, all in favor. Motion carried.
8. Discuss resident concerns on seaplane activity on Lake Koshkonong
Mr. Duesterbeck has concerns on seaplane activity on Lake Koshkonong. Chairperson spoke to other towns bordering the lake, they were not interested in taking any action. Chair feels that without the support of the other 4 Towns, Koshkonong would have difficulty enacting an ordinance and has no way of enforcing it.
Research says that DNR and FAA have ultimate say on this, municipality is last. Supervisor Jaeckel does not support banning seaplanes without all bordering towns supporting it. Supervisor Brandenburg advised no concerns of seaplanes were brought up at last week’s boat patrol meeting. Chairperson Cheney will speak with Lake District on matter.
9. Discuss Cowpath Lane resident concerns
Cowpath Lane residents have concerns on properties purchased by Wishing Well RV Resort. Campground has not officially made decisions on what they will intend to do with those properties, within the zoning requirements. Board reiterated that Cowpath and Haight are private roads; Town has no jurisdiction over roads. As property owners, campground has right to use road and Town cannot restrict that use on a private road.Jeremy Politick with the Resort has offered concerned people to contact him to ask questions. SupervisorJaeckel confirmed Jefferson County does not regulate Airbnbs or short term rentals. Jeremy reiterated and confirmed he has no intention of putting campers on the properties.
10. Discuss/Motion WISLR ratings
Board had previously approved former Public Works Superintendent Dan Butz to do WISLR ratings; Mr. Butz will no longer be performing this service.Supervisor Jaeckel motioned to approve quote from Ayres for WISLR ratings at $3900.Seconded by Supervisor Brandenburg.No further discussion, all in favor. 11. Public Works report and project requests
Chairperson introduced new Public Works Supervisor Lucas Buckingham. Lucas discussed ongoing work in Public Works as of late: Pleasant Road work and a new culvert installed, ongoing roadwork, trees, roadside mowing, salt delivered (88 tons). Resident inquired if the issue with Koshkonong Mounds Road has been resolved – details will be provided during Board Member Announcements portion of the meeting.
12. Discuss/Motion Rock River Coalition donation
We have received annual request for a donation.Supervisor Hill motioned to approve a donation of $250 for a corporate membership.Seconded by Supervisor Jaeckel.No further discussion, all in favor. Motion carried.
13. Approve Bills
Supervisor Hill questioned chip seal bill. Clerk said bill was for chip seal but has not received bill for sweeping.Chair discussed ongoing issues with Koshkonong Mounds Road. Hill suggested paying half now, and half in the spring, as well as sending a formal letter with our concerns. Supervisor Jaeckel agrees with paying half.Supervisor Hill motioned to approve the bills as presented with the corrections of the Rock River Coalition Donation amount changed to $250 and the Fahrner amount changed to $35,000.Seconded by Supervisor Jaeckel.No further discussion, all in favor.
