  1. Call to order and verification of public meeting
    The Chairperson called the meeting of the Town Board of Koshkonong to order at
    7:00 PM., and the Clerk verified the proper postings had been made.

    The Pledge of Allegiance was recited.
  1. Public comment – agenda items only
  • Chief Pickering with Lakeside Fire-Rescue
    Presented the September 2024 District Board Report.
  1. Approve meeting minutes from August 2024
    Supervisor Jaeckel motioned to put the August 2024 meeting minutes on file.
    Seconded by Supervisor Hoffman.
    No further discussion, all in favor. Motion carried.
  1. August 2024 Treasurer’s Report
    Treasurer Alicia presented the August 2024 Treasurer’s Report.
    Supervisor Brandenburg motioned to put the August 2024 Treasurer’s Report on file.
    Seconded by Supervisor Jaeckel.
    No further discussion, all in favor. Motion carried.
  1. Discuss/Motion request for stop signs in Woodlawn subdivision
    Brad Ostrowsky present, has requested 4 stop signs be installed in the Woodlawn subdivision at
    each intersection. Mr. Ostrowsky feels that traffic goes quickly through the intersections and an
    accident could potentially happen. A stop sign would cost approximately $40, plus $30 for the post.
    Supervisor Hill motioned to install 4 stop signs at the 4 intersections in the Woodlawn subdivision.
    Seconded by Supervisor Jaeckel for the purpose of further discussion.
    Supervisor Jaeckel feels that if there is no evidence of any accidents occurring that money should
    not be budgeted for stop signs. Supervisors Hill & Hoffman feel that stop signs could be
    proactive and prevent future accidents. No further discussion, all in favor. Motion carried.
  1. Discuss/Motion request for stop sign on Creamery & McIntyre
    A resident requested a stop sign at the Creamery, McMillen & McIntyre intersection. Supervisor
    Brandenburg feels if the foliage is taken care of, a stop sign is not necessary. Supervisor Hill
    suggested tabling the discussion and reevaluate after trimming is done.
    Supervisor Hill motioned we trim the foliage and revisit the discussion next month.
    Seconded by Supervisor Jaeckel.

  1. Discuss/Motion request for stop sign on Groeler by the boat launch
    A resident requested a stop sign on Groeler Road by the boat launch.
    Supervisor Jaeckel motioned to approve 2 stop signs on the north and south side of Groeler at the
    intersection by the boat launch.
    Seconded by Supervisor Brandenburg.
    No further discussion, all in favor. Motion carried.
  1. Discuss/Motion request to move the yield the sign on Shari Ln
    A resident requested a yield sign on Shari Lane, stating it made more sense for a yield sign on
    Shari Lane than on Lee Drive where Shari meets.
    Supervisor Hill motioned to move the yield sign to Shari Lane and change it to a stop sign.
    Seconded by Supervisor Brandenburg.
    No further discussion, all in favor. Motion carried.
  1. Discuss/Motion transient merchant permit application by Everlight Solar
    Wade Shephard with Everlight Solar present. Permit requested for October 5 thru 12, for 4 sales
    reps. Permits are granted per sales rep, per day. Specific time frame requested would be 10AM to
    7PM. We would require approved sales reps to carry their approved permits. Clerk will notify
    the sheriff’s department and the public of approval.
    Supervisor Jaeckel motioned to approve 4 transient merchant permits for October 5 thru 12 for
    the hours of 10AM to 7PM to the names as applied.
    Seconded by Supervisor Hill.

  1. Discuss/Motion land gift proposal from Mark Meyer on Pottawatomi Trl
    Our attorney responded on inquiry of the land having a conservation easement, and advised there
    are restrictions. The easement states no public access. Chairperson Cheney feels if the easement
    cannot be amended, the land serves no benefit to the Town. Chairperson would like to table
    discussion to find out if easement can be amended.
  1. Discuss/Motion Vinnie Ha Ha Road public accesses (2) surveys
    The surveys have not been completed yet. Supervisor Hill feels this is based on civil disputes
    between residents. Acknowledged neighbors have maintained it, and it has been open for a long
    time with very little problems. Hill feels we should leave it as it is and address individual
    complaints as they arise; he does not want to put up signs and restrict access. Chairperson would
    like to address the neighboring property on the Indian Mounds access having landscaped within
    the access’s right of way. Supervisor Hoffman feels a vehicle weight limit should be set for the
    public road access so as to not cause damage and ruts for the Town to fix. Supervisor Hill feels
    it’s not a matter of the weight, but a matter of the condition of the access at the time of usage.
    Supervisor Jaeckel suggested putting posts down as we are already doing a survey to delineate
    Town of Koshkonong property lines. Board agrees common sense should be used. Chairperson
    appreciates that neighbors are maintaining access, but wants to make sure it’s done properly to
    not receive any DNR violations. Chair wants community to enjoy it, but does not want to see it
    abused. Further discussion will be tabled to next month once survey is done.
  1. Discuss/Motion Town owned property south of Montclair Place
    The Town owns a 10ft wide strip of land north of Rock River Park and south of 13 adjoining
    properties on Montclair Place, where tree maintenance has become an issue, however there is no
    access point to it for maintenance work. Several of these residents have encroached on the Town
    property; it was suggested Town property be given to each of the residents. Chairperson will
    inquire on this with our attorney. Discussion tabled.
  1. Discuss/Motion Ford 550 truck repairs
    The 550 truck is scheduled to go in for another estimate on September 26. Discussion tabled.
  1. Discuss only 2024 YTD budget
    2024 budget presented with budgeted, year-to-date, and projection numbers. No operational loan
    has been taken out yet. The Board would like to avoid taking out a loan if possible.
  1. Discuss/Motion Rock River Coalition donation
    Clerk advised we have always donated $125 annually to the Rock River Coalition up until 2023,
    when a donation was not made. Supervisor Hill supports a donation.
    Supervisor Hill motioned to donate $125 to the Rock River Coalition.
    Seconded by Supervisor Brandenburg.
    No further discussion. Supervisors Hill & Brandenburg and Chairperson Cheney vote aye,
    Supervisors Hoffman & Jaeckel vote nay. Vote in favor of motion 3-2. Motion carried.
  1. Public Works Report
    Superintendent of Public Works Dan Butz presented public works report; mentioned pressure
    tank at the Town Hall needs to be replaced, and work will be done on Oxbow Bend. Supervisor
    Brandenburg asked that a bill for Kriszan tree service be billed to the park fund.
  1. Approve Bills
    Supervisor Brandenburg motioned to approve the September 2024 bills as presented.
    Seconded by Supervisor Hill.

  1. Clerk’s Report
  • Glass leaking from garbage trucks ongoing issue, has been addressed with LRS.
  • 3-year contract with assessor renewed with a 6% price increase.
  • Closed session scheduled for 10/9 at 6:30PM for Public Works employee Ryan Butz
    review.
  • Budget workshops scheduled for 10/21 at 6PM, and tentatively for 10/28.

  • Supervisor Erik Hoffman, N435 Oxbow Bend
    Explained there is no flow in the channel at Bingham’s Point, it is stagnant water. Area residents
    met to discuss ideas to address this.
  • Superintendent for the school district of Milton, Rich Dahman
    Discussed the school district of Milton has an upcoming operating referendum on the November
    2024 ballot.
  • Rich Kinkade, N945 Vinnie Ha Ha Rd
    Advised at last month’s meeting, during public comment, a resident stated there was an illegal
    concrete pour. Rich believes the comment was about him and explained he received approval on
    the concrete work. He feels the statement was unfortunately made when not all the facts were
    known.
  • Kim Chamberlain, N987 Vinnie Ha Ha Rd
    Advised she sent an email to the Board regarding the beach at Vinnie Ha Ha. Explained
    neighbors do come together for issues and maintenance.
