September 8, 2021 Meeting Minutes

Chairman Bill Burlingame called the meeting of the Town Board of Koshkonong Township to order at 7:00 pm. The clerk verified the proper postings had been made.

Chairman Bill Burlingame, Supervisors Walt Christensen, Jim Brandenburg, Erik Hoffman, Matt Hill. Clerk Bridget Woods, Administrative Assistant Kim Cheney and Treasurer Caitlin Kincannon present.

The meeting was also provided virtually via Zoom. One resident was in attendance.

Public Comments-None at this time.

Approve meeting minutes from August 11.
Supervisors Hill/Christensen made a motion to approve the minutes. Motion carried.

Treasurer’s Report
Supervisors Brandenburg/Hoffman made a motion to approve the August Treasurer’s Report. Motion Carried.

Discuss/Action request for a conditional use permit at N416 Twinkling Star Road to allow for a residence in a business zone.
Supervisors Hoffman/Brandenburg made a motion to approve the conditional use permit to allow a residence in a business zone.

Discuss/Action ARPA projects. (Update HVAC, bathrooms-including addition of water softener and water heater, add a window in the clerk’s office, remove/replace ceiling tiles in Town Hall and broadband in rural areas.)
Chairman Burlingame spoke about updating the bathrooms to include a water heater and water softener in the Town Hall to make them more sanitary in response to the COVID-19 virus. Along with updating the HVAC system, adding a window in the clerk’s office and to reduce the number of ceiling tiles in the meeting hall to create a healthier environment within the building.

Resident Kim Cheney asks that the Town consider allocating some of the ARPA funds for broadband in rural areas. One of the areas of concern is the Kunz Road area, which has 30 residences and 3 businesses that are greatly underserved. Supervisor Christensen states that Jefferson County is working on getting this area better served with broadband. He also noted that there are grants available specifically for expanding broadband service.

Discuss/Action Driveway permit variance and fee.
A variance was discussed regarding exemptions to the Driveway ordinance. Namely, the width of driveway exceeds the ordinance requirements; concrete driveways that extend to the road; and when a 2nd driveway at a residence is requested by the property owner. This variance would include any alterations of a driveway that deviates from the Town’s ordinance requirements. The board decided to revisit the variance permit, fee and changes to the fee schedule will be discussed at a later date after more research has been completed. No action taken.

Discuss/Action recycling consolidation agreement continuance with Town of Sumner.
Supervisors Christensen/Hoffman made a motion to adopt the 2021 Recycling Consolidation resolution with the Town of Sumner. Motion carried.

Discuss/Action Ryan Brothers Ambulance service. (Amended 09/07/2021)
The board discussed the City of Fort Atkinson’s decision to not renew their EMS contract with Ryan Brothers effective the end of 2022. The city has decided to create their own EMS response team. A discussion regarding the future of the Town’s EMS coverage concluded with a decision to wait and see what the cost for EMS services from the City of Fort Atkinson and pursue the possibility of the Town creating a contract with Ryan Brothers to continue their EMS service.

Clerk’s report
Clerk Bridget Woods spoke about the upcoming redistricting of the wards. She is still waiting for information from Jefferson County to move forward. She is summoned for jury duty through Sept 30.

Approve Bills
Supervisors Christensen/Hoffman made a motion to pay the bills. Motion carried.

Public Comment
Chairman Burlingame spoke about FEMA land on Blackhawk Island Road.
Adjacent property owners may lease the land.
No parking on these properties
Lands are desired to be retuned to their natural state.
Chairman Burlingame mentioned Boat Patrol concerns. On average, 5 warnings are issued to 1 violation ticket. Carp pens were destroyed by a white boat Labor Day weekend.
