May 14, 2025 Meeting Minutes

This meeting was broadcast and recorded by ZOOM, there were no attendees.

  1. Call to order and verification of public meeting
    The Chairperson called the meeting of the Town Board of Koshkonong to order at 7:00 PM., and the Clerk verified the proper postings had been made.
  2. Pledge of Allegiance
    The Pledge of Allegiance was recited.
  3. Chief Reports
    Chief Pickering of Lakeside Fire Rescue and Chief Peterson of Fort Atkinson Fire Department present, both spoke on recent incidents and reports.
  4. Public comment agenda items only
    None
  5. Approve meeting minutes from April 2025
    Supervisor Hoffman motioned to put the April 2025 meeting minutes on file.
    Seconded by Supervisor Hill.
    No further discussion, all in favor. Motion carried.
  6. April 2025 Treasurer’s Report
    Clerk presented Treasurer’s report on Treasurer’s behalf.
    Supervisor Jaeckel motioned to put the April 2025 Treasurer’s Report on file.
    Seconded by Supervisor Hoffman.
    No further discussion, all in favor. Motion carried.
  7. Discuss Fort Atkinson Fire Department meeting
    Chairperson Cheney attended the first meeting on May 12 to discuss upcoming contracts.
    Ongoing meetings will happen over the next couple months and a contract draft will be presented to the Town.
  8. Discuss/Motion Pleasant Road work
    Board acknowledges section of Pleasant Road from Eastern Ave to Roe Ln is in poor condition, and does need to be redone. We do have LRIP funds that we could use that were not fully used on the Oxbow project. We will get estimates.
  9. Discuss future road work
    Engineering help will be needed with any road work we decide to do. Discussions will continue.
  10. Discuss/Motion 2025 budget amendment with carryforward
    2024 budget surplus was $28,603.
    Supervisor Hill motioned to move the 2024 surplus to the capital outlay fund in the amount of $28,603.
    Seconded by Supervisor Hoffman.
    No further discussion, all in favor. Motion carried.
  11. Discuss/Motion Treasurer contract renewal
    Clerk explained changes to proposed contract renewal including updated dates and approved salary raise.
    Supervisor Jaeckel motioned to approve the Treasurer’s contract renewal.
    Seconded by Supervisor Brandenburg.
    No further discussion, all in favor. Motion carried.
  12. Public Works
        a. Report
                      Submitted Public Works report discussed. The problem with mower is ongoing. Midstate and
                      Diamond reps are coming next week to inspect it. The 550 quote was also discussed.
        b. Projects
                       Board has no requests for Public Works.
  13. Approve Bills
    Supervisor Hoffman motioned to approve the bills as presented.
    Seconded by Supervisor Hill.
    No further discussion, all in favor. Motion carried.
  14. Clerk’s Report
          Reminder that Board of Review is May 28, 5-7PM
          An after the fact fee was charged on a fence permit and driveway permit
          We will schedule closed session for next month for an employee review
          We will have a public hearing next month liquor license proposals
          A right of way permit was issued to Spectrum for sections of Old 26 and Hackbarth Rd
          Solicitor’s without proper permits have been an issue in the Town lately, Sheriff’s department is aware,
            and an announcement was made on our Facebook page
          We have been awarded a recycling grant for $9,017.13
          Public Works Superintendent Dan has advised that the roof of the front stoop of the Town Hall is
            failing and pulling away, and he will have it looked at

         • Supervisor Hoffman inquired about our code enforcement services. Recent case discussed.

          Chair met with sheriff and WWRVR
          Chair also attended the park burn
  18. Adjournment
    Supervisor Jaeckel motioned to adjourn at 8:22PM.
    Seconded by Supervisor Hoffman.
