September 10, 2025 Meeting Minutes

This meeting was broadcast and recorded by ZOOM; there were 8 attendees.

1. Call to order and verification of public meeting

The Chairperson called the meeting of the Town Board of Koshkonong to order at 7:00 PM, and the Clerk verified the proper postings had been made.

2. Pledge of Allegiance

The Pledge of Allegiance was recited.

3. Chief Reports

     • Chief Pickering of Lakeside Fire-Rescue discussed September 2025 fire department activity report.

4. Public comment – agenda items only

  • Deputy Schroeder of Jefferson County Sheriff’s Department present to take any questions/comments. 
    Chairperson Cheney asked for additional surveillance near boat ramp off Groeler due to safety concerns voiced by a nearby resident.
  • Nate Voss, N381 Haight Road, regarding agenda item # 9
    Mr. Voss wants to hear Board’s thoughts on concerns for commercial business purchasing properties, making sure use of property is consistent with zoning, and wants to understand business’s plans
  • Jeremy Politick, N551 Wishing Well Lane, regarding agenda item # 9
    Mr. Politick representing Wishing Well RV Resort, discussed plans business is considering with properties; is considering offering Airbnb, fishing off dock. He is aware traffic is big concern among neighbors, stated there would be no extra traffic and no golf carts, with exception of campground owners and employees. They are clearing trees on the property for lake view. Emphasized they have no plans to bring campers on property. He offers those concerned to call Wishing Well RV Resort and speak with him personally.
  • Linn Duesterbeck, N754 Waubunsee Trl, regarding agenda item # 8
    Mr. Duesterbeck has concerns on seaplanes that are coming onto Lake Koshkonong which are very loud and fly at low levels. Concerned it’s a danger to wildlife, boating and safety.
  • Rocky Schmitz, N507 Haight Road, regarding agenda item # 9
    Schmitz spoke with Matt Zangl at County zoning, the roads do show on county maps that they do connect.
    Chairperson clarified these are private roads and Town has no involvement in the matter. He is concerned that they will make those properties commercial.
  • Jeff Sharbaugh, N641 Cowpath Lane, regarding agenda item # 9
    Concerned that campground is already using the property as commercial, doing campground business in a residential zoned property.
  • Marc Majewski, N647 Cowpath Lane, regarding agenda item # 9
    Clerk read Mr. Majewski’s emailed public comment on his behalf. He is concerned about impact commercial use could have on tranquility of residential area, including noise, traffic, and disruption of peaceful environment.
  • Mark Wollney, N483 Haight Road, regarding agenda item # 9
    Concerns about commercial use & fishing in residential area.
  • Kelly Smart, N515 Haight Road, regarding agenda item # 9
    Concerned about property being zoned as commercial and area connecting with campground to pass through.
  • Shelly Cloute, N965 Vinnie Ha Ha Road, regarding agenda item # 9
    Grew up on Cowpath Lane, wishes residents well on this journey.

5. Approve August 2025 meeting minutes

Supervisor Hill motioned to put the August 2025 meeting minutes on file.
Seconded by Supervisor Jaeckel.

6. Approve August 2025 Treasurer’s Report

Treasurer Grulke presented August 2025 Treasurer’s Report.
Supervisor Jaeckel motioned to put the August 2025 Treasurer’s Report on file.

7. Discuss/Motion FAFD contract proposal

Contract proposal has been reviewed by the other associated municipalities and the attorney.
Supervisor Jaeckel motioned to approve the fire/EMS agreement from the City of Fort Atkinson.
Seconded by Supervisor Hill.
No further discussion, all in favor. Motion carried.

8. Discuss resident concerns on seaplane activity on Lake Koshkonong

Mr. Duesterbeck has concerns on seaplane activity on Lake Koshkonong. Chairperson spoke to other towns bordering the lake, they were not interested in taking any action. Chair feels that without the support of the other 4 Towns, Koshkonong would have difficulty enacting an ordinance and has no way of enforcing it.

Research says that DNR and FAA have ultimate say on this, municipality is last. Supervisor Jaeckel does not support banning seaplanes without all bordering towns supporting it. Supervisor Brandenburg advised no concerns of seaplanes were brought up at last week’s boat patrol meeting. Chairperson Cheney will speak with Lake District on matter.

9. Discuss Cowpath Lane resident concerns

Cowpath Lane residents have concerns on properties purchased by Wishing Well RV Resort. Campground has not officially made decisions on what they will intend to do with those properties, within the zoning requirements. Board reiterated that Cowpath and Haight are private roads; Town has no jurisdiction over roads.
As property owners, campground has right to use road and Town cannot restrict that use on a private road.
Jeremy Politick with the Resort has offered concerned people to contact him to ask questions. Supervisor
Jaeckel confirmed Jefferson County does not regulate Airbnbs or short term rentals. Jeremy reiterated and confirmed he has no intention of putting campers on the properties.

10. Discuss/Motion WISLR ratings

Board had previously approved former Public Works Superintendent Dan Butz to do WISLR ratings; Mr. Butz will no longer be performing this service.
Supervisor Jaeckel motioned to approve quote from Ayres for WISLR ratings at $3900.

11. Public Works report and project requests

Chairperson introduced new Public Works Supervisor Lucas Buckingham. Lucas discussed ongoing work in Public Works as of late: Pleasant Road work and a new culvert installed, ongoing roadwork, trees, roadside mowing, salt delivered (88 tons). Resident inquired if the issue with Koshkonong Mounds Road has been resolved – details will be provided during Board Member Announcements portion of the meeting.

12. Discuss/Motion Rock River Coalition donation

We have received annual request for a donation.
Supervisor Hill motioned to approve a donation of $250 for a corporate membership.
Seconded by Supervisor Jaeckel.
No further discussion, all in favor. Motion carried.

13. Approve Bills

Supervisor Hill questioned chip seal bill. Clerk said bill was for chip seal but has not received bill for sweeping.
Chair discussed ongoing issues with Koshkonong Mounds Road. Hill suggested paying half now, and half in the spring, as well as sending a formal letter with our concerns. Supervisor Jaeckel agrees with paying half.
Supervisor Hill motioned to approve the bills as presented with the corrections of the Rock River Coalition Donation amount changed to $250 and the Fahrner amount changed to $35,000.

14. Clerk’s Report

  • Cowpath Lane garbage service has been reverted back to Mondays
  • Pleasant Road work has taken place
  • 2026 WRS rates have been posted, increasing from current 13.90% to 14.40%
  • Board will schedule budget workshop date – 10/15 & 10/22, 6PM
  • A letter has been sent for a dog barking nuisance
  • Sammy’s business has permanently closed; advised Board that unless we adopt an ordinance, we cannot force a closed business to rescind their Class B liquor license. There are at least 3 other businesses that would be interested in the license if it was available
  • Salt was delivered, 88 tons
  • A couple letters were sent to people with bulk junk in the right of way
  • Town will need to purchase new voting equipment next year; DS300 quoted at $6790, County will pay half
  • Clerk attending Wisconsin Elections Commission conference later September

17. Board Member announcements

  • Chair had meeting with Bryan Udovich and DOT on Hackbarth proposal. As we are applying for federal grant, DOT will not accept application because we did not receive enough proposals from engineering firms. We had to resolicit our RFP; resent it to over 100 firms, need at least 3. Proposals due by 9/15. Board will meet 9/16 at 6PM via zoom.
  • Supervisor Jaeckel advised budget hearings at County will begin
  • Supervisor Brandenburg advised boat patrol will have 3% increase for next year. Announced Bob McIntyre passed away.

18. Motion to convene into closed session. The Town Board will consider a motion to convene into closed session pursuant to the provisions of section 19.85(1)(c) of the Wisconsin State Statues for the purpose of employee job description review

Supervisor Jaeckel motioned to convene into closed session at 8:53 PM and include the Clerk.
