June 10, 2026 Meeting Minutes

The public meeting was broadcast and recorded by Zoom, and approximately 11 members of the public were present at the start.

1. Call to order and verification of public meeting
The Chairperson called the meeting of the Town Board of Koshkonong to order at 7:01 PM, and the Clerk verified the proper postings had been made.

2. Pledge of Allegiance
The Pledge of Allegiance was recited.

3. Chief Reports

  • Chief Pickering with Lakeside Fire-Rescue present, provided monthly activity report.
  • Chief Peterson with Fort Atkinson Fire Department present, provided updates and recent incidents.

4. State Representative Joan Fitzgerald legislative updates
Representative Joan Fitzgerald present; provided updates on recent state legislation.

5. Public comment – agenda items only
None.

6. Approve May 2026 meeting minutes
Supervisor Jaeckel motioned to put the May 2026 meeting minutes on file.
Seconded by Supervisor Hoffman.
No further discussion, all in favor. Motion carried.

7. Approve May 2026 Treasurer’s Report
Supervisor Hoffman motioned to put the May 2026 Treasurer’s Report on file.
Seconded by Supervisor Jaeckel.

8. Discuss/Motion request by Nathanael & Julia Voss for conditional use to allow for an 1184sqft extensive onsite storage structure at N381 Haight Rd
Clerk explained this item was discussed with Mr. Tom Patterson at the May 2026 meeting and was already approved.

9. Discuss/Motion consider liquor license applications
Clerk explained all applicants for Class A and Class B liquor licenses were renewals, no complaints or issues reported with any businesses. Clerk explained Selmer & Stone wedding barn is allowed to renew at the above-quota “Class B” intoxicating liquor license they currently are holding, as confirmed by the state as a certified event venue. A business currently holding one of the quota-limited “Class B” licenses has gone out of business and a “Class B” license will become available.
Supervisor Jaeckel motioned approve all classes of liquor license renewals.
Seconded by Supervisor Brandenburg.

10. Discuss/Motion fireworks permit application by Wishing Well RV Resort
Wishing Well RV Resort has applied for this permit annually. Supervisor Hill confirmed they will have water available.
Supervisor Hoffman motioned to approve the fireworks permit.
Seconded by Supervisor Hill.

11. Discuss only solid waste and recycling contract proposals
Two proposals received from GFL & John’s Disposal. Justin Montani, our GFL account rep, present to discuss GFL’s renewal proposal.

12. Discuss/Motion resolution 2026-0610-1 to borrow funds & repayment for 2026 budget deficit
We have a deficit for our 2026 operating budget that the Board has agreed to borrow funds for.
Supervisor Hill motioned to adopt resolution 2026-0610-1.
Seconded by Supervisor Jaeckel.

13. Discuss/Motion resolution 2026-0610-2 establishing flexibility in the number of election inspectors
Clerk explained state statute allows minimum of 7 election inspectors at the polls on election days, but Clerk’s are allowed to have as low as 3 election inspectors with a resolution on record. Badgerbooks have helped us operate more efficiently and helped our staffing needs at elections.
Supervisor Hill motioned to adopt resolution 2026-0610-2.
Seconded by Supervisor Hoffman.

14. Discuss/Motion employee handbook revisions
Supervisor Hoffman would like clear policies on file for the Public Works Department, presented a draft. Board considered adding some of these policies as an addendum to our existing general employee handbook. Clerk will do some editing and present a draft.

15. Discuss/Motion Union Cemetery flagpole replacement
Clerk explained Mr. Mike Tracy contacted Town and explained the flagpole in the cemetery was dedicated to his family member in the 1950s, and he offered a donation to have the flagpole replaced. Clerk provided quotes to Board from Lemke Fencing for steel and aluminum flagpoles. Clerk will obtain an updated quote from Lemke Fencing for a 30ft pole and also look at ordering solar lighting for the ground for the pole.

16. Discuss/Motion tire replacements for John Deere tractor
Two quotes provided from Pomps Tire & Pete’s Tire.
Supervisor Hill motioned to approve the tire replacement with Pete’s Tire for up to $3000 for a full set.

17. Public Works Report & Projects
Public Works Supervisor Lucas Buckingham present, discussed recent activity. Quotes for tree work on Grogan discussed. A quote will be approved at next month’s meeting.

18. Approve Bills
Clerk advised list of bills included a loan payment for the 2023 equipment purchase loan; it is payment 3 of 5. Also noted payment to City of Fort Atkinson for design portion of South Main St pedestrian path.
Supervisor Hoffman motioned to approve the June 2026 bills as presented.
Seconded by Supervisor Brandenburg.

19. Clerk’s Report

  • Recycling grant was received for $9,016.86, which is on par with past years.
  • Two complaints have been passed on to our code enforcement: dead animals on a property, and garbage totes being left in the right of way.
  • August election coming up; absentee ballots will be mailed at the end of June. Absentee ballots can be requested on MyVote or with the Clerk.
  • July meeting will be on the 15th.

22. Board Member announcements

  • Chairperson Cheney advised of complaint Clerk received about condition of Curtis Mill Road. Chair also received emailed complaint about condition of Old 26.
  • Chair received call about lake access on Pottawatomi and pier on Town property.
  • Supervisor Hill advised the park had a volunteer day, discussed clearing brush and deck repairs.
  • Supervisor Hill advised County Supervisor Walt Christensen has received calls about a light complaint on a neighboring Vinnie Ha Ha property.
  • Chair will meet with Wisconsin Waterfowl Association regarding request to close one of our culverts to fill a pond.

23. Motion to convene into closed session
The Town Board will consider a motion to convene into closed session pursuant to the provisions of section 19.85(1)(c) of the Wisconsin State Statues for the purpose of employee reviews & considerations.
Supervisor Hill motioned to convene into closed session at 9:25PM and include the Clerk & Public Works Supervisor.
Seconded by Supervisor Hoffman.

Supervisor Hoffman motioned to raise Eaan Carson’s wage to $25/hour.
Seconded by Supervisor Hill.

Supervisor Hoffman motioned to hire Garrett Goulder as full time Public Works Crewmember at $25/hour, effective immediately, with benefits of health insurance or stipend in lieu of, life insurance, WRS, with probation term of 90 days, awarding one week of vacation and one week of sick time after probation term.
Seconded by Supervisor Hill.
No further discussion, all in favor. Motion carried.
