November 15, 2023 Meeting Minutes

This meeting was broadcast and recorded by ZOOM, there were no attendees.
Chairperson Kim Cheney called the meeting of the Town Board of Koshkonong to order at
7:03 PM. The Clerk verified the proper postings had been made.

  1. Public comment
    None.
  2. Approve meeting minutes from October 11
    Supervisor Hoffman motioned to approve the October 11 meeting minutes.
    Seconded by Supervisor Jaeckel.
    No further discussion, all in favor. Motion carried.
  3. October Treasurer’s Report
    Treasurer presented October 2023 Treasurer’s Report.
    Supervisor Brandenburg motioned to approve the October 2023 Treasurer’s Report.
    Seconded by Supervisor Jaeckel.
    No further discussion, all in favor. Motion carried.
  4. Discuss/Motion request by JGB Land, Inc. to renew the existing conditional use permit for mineral
    extraction at N2447 Kutz Road
    Supervisor Jaeckel represented the property; he runs the business. He explained this must be renewed
    every 10 years, and is planning on operating the same way it has been for the last 30+ years.
    Supervisor Brandenburg motioned approve the conditional use permit for mineral extraction.
    Seconded by Supervisor Hoffman.
    No further discussion. All in favor, Supervisor Jaeckel abstained. Motion carried.
  5. Discuss/Motion Tall Grass Restoration proposal for DNR violation
    Chairperson Cheney explained some ditching work was done in wetlands, and a DNR violation was
    received. We have received a proposal for $2000 from Tall Grass for a restoration plan. No citation was received. Chairperson did consult with the attorney.
    Supervisor Hill motioned to accept the proposal as written, and to contact the DNR for an onsite
    meeting.
    Seconded by Supervisor Hoffman.

  6. Discuss/Action Kutz Road damage
    Chairperson explained she was advised of and viewed damage to Kutz Road, near the Bark River Road intersection, with some damage in and near a driveway of a resident. Cheney counted 65 tire marks and points of damage. Cheney filed a police report and a claim with our insurance company, who subsequently determined there was no coverage for road damage. Supervisor Hill questioned how this affects the quality of the road, Dan Butz explained this is how potholes start forming. Supervisor Hoffman suggested having our code enforcement contact write a letter to the property the damage is allegedly related to stating that we could pursue civil litigation, and request the damaging activity stop.
    No action taken.
  7. Review golf cart ordinance draft
    We received the drafted ordinance back from our Attorney with edits; draft presented. Supervisor
    Hoffman questioned the definition of a golf cart. Board discussed how they’d like to word the definition.
    Board agrees to not require registration. We will have a public hearing for the proposed ordinance in January. If it passes, it would be effective sometime in February.
  8. Discuss/Motion Ignatek IT contract renewal
    Clerk explained that we pay for 2 service hours each month on top of our monthly contracted fee,
    however we are not using that many hours and have a lot banked. Banked hours do carry over but expire after 12 months. Each service hour on our monthly bill is $105. Our IT contract with Ignatek is up for renewal, and the Clerk has renegotiated the contract to go from paying for 2 services hours each month to 1, as she feels 1 is more appropriate.
    Supervisor Hill motioned renew the agreement as laid out by the Clerk.
    Seconded by Supervisor Hoffman.

  9. Discuss/Motion Hausz Brothers blasting & mining permit renewal
    Dustin Behlke present. Advised this is the same permit they do every year. Acknowledged a complaint that was received from a resident that feels the last two blasts were stronger than previous blasts. Dustin explained the seismograph showed it did not go above state regulation threshold. What happened with the last blast is it was damp and cloudy, which creates a longer wavelength, making the sound longer and more intense, like a thunderclap. Mr. Behlke explained property damage is regulated by the state, and Hausz Brothers feel they are not near those thresholds. He advised the complainants seemed satisfied with his findings and the work he did with them to address their concerns.
    Supervisor Hoffman motioned to approve the permit renewal.

  10. Discuss/Motion to purchase solar speed limit signs
    Board discussed consideration of purchasing solar powered speed limit signs, and put together a wishlist of what they’d like to see, including: moveability (not a permanent fixture), records data, air tag-like capability incase of theft, flashing/“slow down” visual, if a bundle discount will be offered, and the manufacturer info for comparisons. Clerk will gather more information.
    No action taken.
  11. Discuss only future roadwork
    Chairperson presented report provided with roadwork 5-year plan and discussed roadwork budget. Dan Butz will get estimates on crack filling work. Upcoming grants discussed. Cheney mentioned that grant writers could be hired to increase our chances of grants being accepted. Supervisor Hill inquired about historical data of the 5-year roadwork and suggested a policy of sticking with decisions made by past board members.
  12. Finalize date for budget public hearing in December
    A public hearing will be held in December to present the budget to the public. Our board meeting is scheduled for December 13. Board scheduled the public hearing for the same date, to start at 7PM, with the board meeting beginning afterwards.
  13. Public Works Report
    Superintendent of Public Works Dan Butz present; reviewed presented public works report. The board congratulated employee Eaan Carson for passing his CDL. Dan reviewed who we have for plowing in the upcoming season; considered with the board possibly bringing on additional plowers. Dan updated board on the insulation work on the shop, spray foaming has been done.
  14. Approve Bills
    Bills report presented. Credit card expenses were clarified by the Clerk.
    Supervisor Hill motioned to approve the bills.

  15. Clerk’s Report
    • We’ll be submitting the election cycle 2024-25 poll worker list for Board approval in December
    • The plumber came and fixed the bladder issue
    • We received a property annexation petition for Majewski
    • The DOT held a meeting at the Town Hall on November 8 to discuss the proposed roundabout at 106 & N
    • Our code enforcement contact is sending a letter to a property on Vinnie Ha Ha regarding pigs at large
    • Supervisor Brandenburg had inquired about a fence permit at Binggs, Clerk reported the permit has been obtained and paid for
    • We will be hosting a Christmas luncheon for Town board members and employees on December 12

  18. Board Member announcements
    • Supervisor Hoffman and Supervisor Hill announced they will both be rerunning for their
      Supervisor seats in April 2024
    • Chairperson received a resident complaint about the lighting at the new gun shop. The lighting was observed, and the Chairperson feels the lighting ordinance is geared more towards residential property, and this is a commercial building. The board will not pursue the issue, but will reconsider if more complaints come in and it is affecting residents
    • The Chairperson has a meeting with the Whitewater Fire Department on November 16, 2023, to discuss our contract increasing 400%
    • The City of Fort Atkinson has asked the Chairperson to sit in on the interviews for the City’s Fire Chief
    • Chairperson advised she attended a workshop at the WTA convention on utilities in the right of way, and the Town has a lot of utilities in the right of way with current projects, and could
      consider a policy that was discussed. She also spoke to a grant writer and an engineer.
