The Town of Koshkonong recently had some concerned residents with the placement of sexual offenders within our community. The Town took proactive steps in the questions and concerns from residents, thus we scheduled some resource experts to assist in providing knowledge in this area, from these we have created a frequently asked questions document and resources for our residents.
The Town of Koshkonong implemented an ordinance in 2015 relating to placement of Sex Offenders, the full ordinance is available on our website. However, the State of Wisconsin has also implemented Act 156, which prohibits local Sex Offender residency restrictions from being enforced against a Sexually Violent Person (SVP) on supervised release or against a person who provides housing for a SVP, if the SVP is residing in the location ordered by the court and is following the court’s order. The Act does not affect the ability of the Town’s ordinance to enforce against any other sex offender that does not fall under Act 156.
Currently there are 16 Registered Sexual Offenders that reside within our Town borders. There have been sexual offenders present in our community for many years, when the state registry came into law it made the specific locations more visible. There is a total of 243 registered sex offenders in Jefferson County, 83 are under active supervision, with the State of Wisconsin having 24,559 registered sex offenders.
In this question Jefferson County Zoning Restrictions apply. Depending on the zoning of a property this is what sets the limit of people in a household. Currently a R-2 (Residential) could have the potential of up to 8 people in a house.
There are different levels of Notification requirements depending on the court’s decision. Jefferson County Sheriff’s Department stated they try to send out bulletins on all registered sex offenders, not just the offenders they are required by law to send out. They provide these bulletins to residents within about .5 mile of where the offender is to be placed.

If a Sex Offender is under supervision by a parole officer, there are rules of community supervision that they need to follow. There are 18 standard rules they must follow and the possibility of an additional 6 in the parole officer/offense find the need for them to follow.
In general for offenders that are under supervision they do their best to update these photos on a yearly basis. If an offender is no longer being supervised by the Parole Officer, they are updated around every 2-3 years.
